Book excerpt: This book explores the history of African tangible and intangible heritages and its links with the public memory of slavery in Brazil and Angola. The two countries are deeply connected, given how most enslaved Africans, forcibly brought to Brazil during the era of the Atlantic slave trade, were from West Central Africa. Brazil imported the largest number of enslaved Africans during the Atlantic slave trade and was the last country in the western hemisphere to abolish slavery in 1888. Today, other than Nigeria, the largest population of African descent is in Brazil. Yet it was only in the last twenty years that Brazil's African heritage and its slave past have gained greater visibility. Prior to this, Brazil's African heritage and its slave past were completely neglected. This is the first book in English to focus on African heritage and public memory of slavery in Brazil and Angola. This interdisciplinary study examines visual images, dance, music, oral accounts, museum exhibitions, artifacts, monuments, festivals, and others forms of commemoration to illuminate the social and cultural dynamics that over the last twenty years have propelled--or prevented--the visibility of African heritage (and its Atlantic slave trade legacy) in the South Atlantic region. The book makes a very important contribution to the understanding of the place of African heritage and slavery in the official history and public memory of Brazil and Angola, topics that remain understudied. The study's focus on the South Atlantic world, a zone which is sparsely covered in the scholarly corpus on Atlantic history, will further research on other post-slave societies. Book excerpt: In the period since the end of world War II numerous develop ing countries have employed colonization, or planned pioneer settlement, as one method of building a more reliable and bal anced economy. It is felt that the traditional, single-sided sys tems of farm ownership and production with their latifundium and minifundium holdings will gradually and peacefully become less prominent as better settlement systems are introduced and extended. Marked increases in population pressure, large tracts of unused or underused land, and modern improvements in set tlement planning are among other compelling reasons for star ting colonization programs. Of all the areas in the world, the continent of South America probably has the widest variety of planned pioneer settlements as well as the most sizeable programs. Brazil, the largest country on the continent, is actively engaged in populating the vast, emp ty spaces of its interior, and provides excellent opportunities for the scholarly investigation of new frontier settlement types. In addition to the academic discussion of the origin and develop ment of these expressions of man's expansion into marginal ar eas, the critical examination of relatively new attempts at land settlement is a useful thing because what is to be learned from such studies may be directly applicable to other pioneer zones and, moreover, may be of vital significance to overall economic improvement on the continent. In this monograph, my student, K. Muller, analyzes the South Brazilian frontier colony of Toledo, Parana, founded in 1946.

Nevertheless, there has been an obvious dissimilarity between U.S. actions in South America and U.S. actions in the rest of Latin America, which is illustrated by the fact that the United States never sent troops to invade a South American country. While geographic distance and strategic considerations may have played a role, they provide at best incomplete explanations for the U.S.’s relative absence south of Panama. The fact that the United States has had a distinct pattern of interactions with South America is thus not captured by the typical concept of Latin America. In Brazil, the United States, and the South American Subsystem: Regional Politics and the Absent Empire, Carlos Gustavo Poggio Teixeira recuperates the virtually neglected literature on regional subsystems. In so doing, Teixeira maintains that researchers of inter-American relations would greatly benefit from a characterization reflecting actual regional realities more than entrenched preconceptions. Such a characterization involves subdividing the Western Hemisphere in two regional subsystems: North and South America. This subdivision allows for uncovering regional dynamics that can help explain the U.S.’s limited interference in South American affairs compared to the rest of Latin America. This book argues that the role of Brazil as a status quo regional power in South America is the key to understanding this phenomenon. Through a historical analysis focusing on specific cases spanning three centuries, this research demonstrates that Brazil, regardless of particular domestic settings, has deliberately affected the calculations of costs and benefits of a more significant US involvement in South America. While in the past Brazil has taken actions that resulted in increasing the benefits of the U.S.’s limited involvement in South America, in more recent times it has sought to increase the costs of a more significant U.S. presence. Teixeira then considers some of the theoretical and political implications of the framework laid out by this research. Brazil, the United States, and the South American Subsystem is a groundbreaking investigation of U.S.-Latin American relations and the politics of imperialism.

Book excerpt: In 1895, forty-seven rebel military officers contested the terms of a law that granted them amnesty but blocked their immediate return to the armed forces. During the century that followed, numerous other Brazilians who similarly faced repercussions for political opposition or outright rebellion subsequently made claims to forms of recompense through amnesty. By 2010, tens of thousands of Brazilians had sought reparations, referred to as amnesty, for repression suffered during the Cold War–era dictatorship. This book examines the evolution of amnesty in Brazil and describes when and how it functioned as an institution synonymous with restitution. Ann M. Schneider is concerned with the politics of conciliation and reflects on this history of Brazil in the context of broader debates about transitional justice. She argues that the adjudication of entitlements granted in amnesty laws marked points of intersection between prevailing and profoundly conservative politics with moments and trends that galvanized the demand for and the expansion of rights, showing that amnesty in Brazil has been both surprisingly democratizing and yet stubbornly undemocratic.

Neoliberal economic policies and austerity measures have been debated and implemented around the globe. Author Anthony Pahnke argues that activists should look to the Global South and Brazil for inspiration. Brazil’s Long Revolution shows how the Movimento dos Trabalhadores Rurais Sem Terra (the Brazilian Landless Workers Movement, or MST) positioned itself to take advantage of challenging economic times to improve its members’ lives. Pahnke analyzes the origins and development of the movement, one of the largest and most innovative social movements currently active. Over the last three decades, the MST has mobilized more than a million Brazilians through grassroots initiatives, addressing political and economic inequalities. The MST and its allies—together known as the Landless Movement—confront inequality by constructing democratic ways of governing economic, political, and social life in collectivized production cooperatives, movement-run schools, and decentralized agrarian reform encampments and settlements. Their strategies for organizing political, economic, and social life challenge the current neoliberal orthodoxy that privileges individualized, market-oriented practices. Based on research conducted over five years, Pahnke’s book places the Landless Movement squarely within the tradition of Latin American revolutionary struggles, while at the same time showing the potential for similar forms of radical resistance to develop in the United States and elsewhere in the Global North.
