Most previous studies have focused on the projected impacts of sea-level rise or extreme weather - droughts, floods, heatwaves and storm surges. This study adds to that knowledge by identifying the impacts of long-term changes in the climate †“ rising temperatures and changes in precipitation patterns †“ on living standards. It does so by first building an understanding of the relationship between current climate conditions and living standards across South Asia. The study also identifies the set of climate models that are best suited for projecting long-term changes in climate across South Asia. This novel understanding of living standards and climate change is then combined to project impacts of long-term changes in climate on living standards in South Asia. The study finds that higher temperatures will reduce living standards for most of South Asia, with the severity impacts depending on future global greenhouse gas emissions. The study projects “hotspots†?, which are locations where long-term changes in climate will have negative impacts on living standards. Many hotspots are in locations that hitherto have not been identified as particularly vulnerable to climate change. Moreover, hotspots have distinguishing features that vary from country to country. This detailed assessment provides a mosaic of information that enriches our understanding of how climate change will impact people and which populations are most vulnerable. The report also provides guidance on the kinds of actions are most likely to reduce impacts of climate change in each country. The study is a major contribution to our understanding of how increasing temperatures and changing precipitation patterns interact with social and economic structures at a fine granular level across South Asia.

This publication provides original empirical and diagnostic analysis of urbanization and related economic trends in the region. In harnessing the potential of trade, some of the most successful countries have developed strong trade relationships with their neighbors. However, many South Asian countries have trade regimes that often offset the positive impact of geography and proximity. This report documents systematically the gaps between current and potential trade in South Asia and addresses important specific barriers that have held trade back. These barriers include tariffs and paratariffs, real and perceived nontariff barriers, connectivity costs, and the broader trust deficit. This policy-focused report unpacks these critical barriers to effective trade integration in South Asia through four in-depth studies that produce new, detailed, on-the-ground knowledge. Three of the studies are based on extensive stakeholder consultations. Two also rely on tailored surveys. The fourth study, on tariffs, benefits from new data on paratariffs. The report also marshals new evidence showing how trading regimes in South Asia discriminate against each other. Given the South Asian context, incremental, yet concrete steps aimed at tapping the potential of deeper integration are appropriate. The report has been drafted in this spirit. It offers precise, actionable policy recommendations that could help achieve measurable progress in key areas of trade and integration that would be to the advantage of all countries in the region.

Book excerpt: South Asia region’s economies are beginning to recover, though unevenly: economic activity in industry and export sectors have recovered to pre-COVID levels but some labor-intensive services sectors and tourism have not. Inequality has worsened on many dimensions. The process of vaccinating South Asia’s population is underway, with India taking a leading role in production. The socioeconomic benefits of vaccinating most South Asians as soon as possible outweighs the cost by multiple times, and thus justifies having public sector financing. Cracks in the primary health care system became evident since the pandemic began, and the vaccine rollout is likely to have other additional challenges such as delays in production, bottlenecks in supply chain logistics and vaccine hesitancy from some groups (which could delay the process of herd immunity). There are also tradeoffs in the priorities that should be established in deciding who gets the vaccine first.

Although most of the developmental goals set immediately after World War II by the scholars then working in South Asian area studies have been amply fulfilled, a new stocktaking and blueprint for the future was felt to be necessary. In addition to meeting this requirement, Resources for South Asian Area Studies treats the more general needs of the field and discusses the individual papers, which were read at a plenary conference held in New York early in 1961. One of the purposes of this volume, then, is to survey the current resources and needs in the field of South Asian area studies, and this is a primary interest of the convener of the conference, the Association for Asian Studies' Committee on South Asia, whose chairman, Richard D. Lambert, edited this book. The other purpose is more specialized, and reflects the specific interest of the United States Office of Education, the sponsor of the conference. Under the National Defense Education Act this office is explicitly charged with the development of skills among Americans in the vernacular languages of the region. A companion volume to this one, edited by W. Norman Brown and entitled Resources for South Asian Language Studies, concerns the development of linguistic material and personnel. The present volume is oriented more toward the integration of those materials into area studies proper; hence the discussion of this problem that runs through each of the papers. The book should be of interest to all those concerned with the emergence from parochialism and the development of an international, particularly non-Western aspect of American higher education.

First, it makes a case for regulatory relaxation of outward FDI regimes, based on new micro foundations, grounded in value chains. Second, it spells out details of smart inward FDI promotion techniques and investment facilitation. Third, it identifies distinct cross-border information-enhancing and network development activities. Fourth, it suggests that digital connectivity and continued interventions in reducing trade costs are warranted to increase investment as well as trade flows. There is particular scope to build on the digitalization initiatives in trade and investment facilitation taken during the pandemic. “Regional Investment Pioneers in South Asia†? follows on, and is complementary to, the earlier World Bank report, “A Glass Half Full: the Promise of Regional Trade in South Asia.†?

The author argues that the developing global economy will be more complex than originally thought, that instead of a bipolar model with two countries, the US and China, at the centre, it will be multipolar with eight centres of economic activity, including India. The book goes on to suggest that in the context of such a model, there should be regional cooperation between India and its immediate neighbouring countries for South Asia to advance as an economic region. It argues that South Asia will need to look at its history, and that changes in attitudes, particularly in India and Pakistan, are necessary. The possible benefits to the region, in terms of increases in the rates of economic growth if the regional approach is adopted, are discussed. The book presents a useful contribution to studies in South Asia, as well as Asian Economics.

More than 14 percent of low-income South Asians have no home. In response, South Asia s dynamic housing and housing finance markets have grown at rates of around 30%, but are still limited to upper-income groups. The contribution of housing and real-estate sector to overall economic growth, social uplift and employment is considerable. Housing and housing finance services have the clear potential to expand to middle- and even lower- income families. This requires an improved land administration, strengthened legal framework for land titling, registration, and foreclosure, better market data provision, and promotion of long-term funding for mortgage lenders and developers. Innovative traditional mortgage products and Islamic finance could match demand in underserved market segments. This report, a first regional effort on the topic, examines housing shortages in South Asia, as well as outlines shortcomings of the market for home mortgages. Information on good practice and country-specific examples are presented on enabling builder/developers, mortgage lenders, land administration, as well as foreclosure and other relevant regulations, to strengthen home ownership in South Asia. Special emphasis is accorded to low-income housing solutions.
