The South Unimak and Shumagin Islands June fisheries occur from June 7 through June 29 and target sockeye salmon Oncorhynchus nerka. The June fisheries commence according to a schedule that varies by gear type. The Post-June fishery may occur from July 6 through October 31 and is guided by the results of an immature salmon test fishery and the strength of local sockeye, chum O. keta, pink O. gorbuscha, and coho salmon O. kisutch returns. The Southeastern District Mainland (SEDM) is managed independently from the remainder of the South Alaska Peninsula fisheries from June 1 through October 31. A sockeye salmon allocation exists between the Chignik Management Area (CMA) and the SEDM where 7.6% of the sockeye salmon harvested in the CMA may be harvested in the SEDM. Of the sockeye salmon harvested in the SEDM during the allocation timeframe (June 1 through July 25), 80% are attributed to the allocation. After July 25, the SEDM is managed strictly on local stocks. This document summarizes the management strategy of the South Alaska Peninsula fisheries and outlines the requirements for industry participation in 2016.

Book excerpt: This report is a summary of the 2016 season and historical data concerning management of the commercial salmon fisheries of the Northwestern and Northern districts of the North Alaska Peninsula in the Alaska Peninsula Management Area (Area M). Most commercial salmon fishing effort on the North Alaska Peninsula targeted sockeye salmon Oncorhynchus nerka. The 2016 commercial salmon harvest on the North Alaska Peninsula was 1,891 Chinook O. tshawytscha, 3,502,785 sockeye, 73,038 coho O. kisutch, 12,274 pink O. gorbuscha, and 88,894 chum O. keta salmon. The North Peninsula Chinook salmon harvest was well below the 10 year average of 3,075 fish. The sockeye salmon harvest in the Northern District of 3,463,187 fish was well above the 2006-2015 average harvest of 1,911,875 fish. Of the Northern District harvest, 90% (3,114,527 fish) were harvested in the sections between Port Moller and Outer Port Heiden. The North Alaska Peninsula chum salmon harvest of 88,894 fish was well below the 10-year average of 188,342 chum salmon, with about 79% (69,903 fish) of the harvest occurring in the Northwestern District, specifically in the Izembek-Moffet Bay Section. Nearly all Northern District chum salmon harvest was incidental as the result of targeted sockeye salmon fisheries.The estimated total sockeye salmon escapement for North Alaska Peninsula streams was 1,611,310 fish, above the 2006-2015 average of 1,016,378 fish. Approximately 63% of the sockeye salmon escapement occurred in the Northern District's 4 systems in which sockeye salmon escapements are enumerated with weirs (Nelson, Bear, Sandy, and Ilnik rivers).

The total commercial salmon harvest in the South Alaska Peninsula was 51,077 Chinook salmon Oncorhynchus tshawytscha, 3,207,360 sockeye salmon O. nerka, 265,652 coho salmon O. kisutch, 16,683,602 pink salmon O. gorbuscha, and 675,603 chum salmon O. keta. Harvest of Chinook, sockeye, coho, and pink salmon were above recent 10-year averages (2005-2014). Harvest of chum salmon was below recent 10-year averages (2005-2014). The number of permit holders participating in the fishery was 244. The June commercial salmon harvest included 44,389 Chinook, 1,115,504 sockeye, 20,193 coho, 573,104 pink, and 178,715 chum salmon. Harvest in the South Unimak fishery was 6,643 Chinook, 618,485 sockeye, 740 coho, 67,604 pink, and 42,306 chum salmon, while the Shumagin Islands accounted for 37,746 Chinook, 497,019 sockeye, 19,453 coho, 505,500 pink, and 136,409 chum salmon. There was one 48-hour commercial salmon fishery in the Southeastern District Mainland (SEDM) during the allocation period, June 1 through July 25. The total commercial harvest in the SEDM in 2015 was 231 Chinook, 233,618 sockeye, 7,813 coho, 78,212 pink, and 12,244 chum salmon. The total commercial harvest for the Northwest Stepovak Section, from July 1 through July 25, was 44 Chinook, 110,527 sockeye, 1,306 coho, 18,223 pink, and 4,448 chum salmon. The South Alaska Peninsula Post-June salmon harvest from July 1 through October 31 (minus the SEDM fishery July 1-25) was 6,457 Chinook, 1,858,238 sockeye, 237,646 coho, 16,032,286 pink, and 484,644 chum salmon. In 2015, the sockeye salmon sustainable escapement goal (SEG) for Orzinski Lake (26,934) was met. Total escapement of pink salmon (7,820,800) was above the South Alaska Peninsula SEG range of 1,637,800-3,275,700 fish. The chum salmon escapement in the Southeastern (250,370 fish), Southwestern (351,150 fish), and South Central (298,900 fish) districts was above the SEGs of 106,400-212,800, 133,400-266,800, and 89,800-179,600, respectively. Limited coho salmon surveys were conducted due to their late season run timing.

Harvest of Chinook and coho salmon were above recent 10-year averages (2004-2013). Harvest of sockeye, pink, and chum salmon were below recent 10-year averages (2004-2013). The number of permit holders participating in the fishery was 241. The June commercial salmon harvest included 659,213 sockeye and 390,139 chum salmon. Harvest in the South Unimak fishery was 419,731 sockeye and 239,482 chum salmon, while the Shumagin Islands accounted for 220,436 sockeye and 169,703 chum salmon. No commercial salmon fishery occurred in the Southeastern District Mainland (SEDM) during the allocation period, June 1 through July 25, due to poor escapement of sockeye salmon through the Chignik weir. The total commercial harvest in the SEDM in 2014 was 4 Chinook, 29,655 sockeye, 18,925 coho, 9 pink, and 388 chum salmon. No commercial salmon fishery occurred in the Northwest Stepovak Section from July 1 through July 25 in 2014. The South Alaska Peninsula (minus the SEDM fishery July 1-25) Post-June salmon harvest from July 1 through October 31 included 4,990 Chinook, 767,167 sockeye, 294,341 coho, 540,949 pink, and 111,788 chum salmon. In 2014, the sockeye salmon sustainable escapement goal (SEG) for Orzinski Lake (16,100) was met. Total escapement of pink (1,340,380) salmon did not meet the South Alaska Peninsula SEG range of 1,864,600-3,729,300 fish. The chum salmon escapement in the South Central District lower bound SEG of 89,800 was met. Limited coho salmon surveys were conducted due to their late season run timing.

A total of 245 permit holders participated in the fishery. The June commercial salmon harvest included 3,204 Chinook, 3,905,017 sockeye, 169 coho, 1,201,771 pink, and 544,097 chum salmon. The post-June commercial salmon harvest, excluding the Southeastern District Mainland (SEDM) harvest from June 1–July 25, was 10,308 Chinook, 450,832 sockeye, 46,424 coho, 4,648,137 pink, and 269,680 chum salmon. Limited commercial fishing in the SEDM occurred between July 1–July 25 in the Orzinski Bay Section. Harvest in the Orzinski Bay Section included 7 Chinook, 15,177 sockeye, 2 coho, 7,236 pink, and 431 chum salmon. The South Alaska Peninsula post-June salmon harvest in the SEDM from July 1 through October 31 was 231 Chinook, 41,140 sockeye, 4,884 coho, 376,602 pink, and 35,970 chum salmon. In 2022, the Orzinski Lake sockeye salmon escapement of 17,283 sockeye salmon was within the sustainable escapement goal (SEG) of 15,000–20,000 sockeye salmon. Total escapement of pink salmon (5,177,350 fish) was above the South Alaska Peninsula SEG range of 1,750,000–4,000,000 fish. In the Southeastern District, chum salmon escapement was estimated at 155,702 fish, within the SEG of 106,400–212,800 fish. In the South Central District, chum salmon escapement was estimated at 167,700 fish, within the SEG range of 89,800–179,600 fish. In the Southwestern District, chum salmon escapement was estimated at 74,200 fish, below the SEG range of 133,400–266,800 fish.

The North Peninsula Chinook Salmon harvest was comparable to the 10-year average of 2,500 fish. The sockeye salmon harvest in the Northern District of 3,772,502 fish was well above the 2007-2016 average harvest of 1,947,355 fish. Of the Northern District harvest, 90% (3,409,118 fish) were harvested in the sections between Port Moller and Outer Port Heiden. The North Alaska Peninsula chum salmon harvest of 82,230 fish was well below the 10-year average of 184,060 chum salmon, with about 70% (57,663 fish) of the harvest occurring in the Northwestern District, specifically in the Izembek-Moffet Bay Section. Nearly all Northern District chum salmon harvest was incidental to targeted sockeye salmon fisheries. The total exvessel value of all North Peninsula fisheries is estimated to be 22.9 million dollars. The majority of the value of the North Peninsula fisheries is made up of sockeye salmon harvested in the Northern District (22.2 million dollars). Total sockeye salmon escapement for North Alaska Peninsula streams was 2,365,317 fish, above the 2007-2016 average of 1,057,754 fish. Approximately 66% of the sockeye salmon escapement occurred in the Northern District's four systems in which sockeye salmon escapements are enumerated with weirs (Nelson, Bear, Sandy, and Ilnik rivers).

A total of 248 permit holders participated in the fishery. The June commercial salmon harvest included 3,188 Chinook, 3,541,620 sockeye, 86 coho, 4,038,219 pink, and 1,168,601 chum salmon. The post-June commercial salmon harvest, excluding the Southeastern District Mainland (SEDM) harvest from June 1–July 25, was 10,594 Chinook, 1,048,288 sockeye, 331,660 coho, 12,510,804 pink, and 1,070,700 chum salmon. Limited commercial fishing in the SEDM occurred between July 1–July 25 in the Orzinski Bay Section. Harvest in the Orzinski Bay Section included 15 Chinook, 8,544 sockeye, 2 coho, 462 pink, and 621 chum salmon. The South Alaska Peninsula post-June salmon harvest in the SEDM from July 1 through October 31 was 90 Chinook, 63,980 sockeye, 30,776 coho, 1,013,535 pink, and 19,029 chum salmon. In 2021, the Orzinski Lake sockeye salmon escapement of 21,839 sockeye salmon exceeded the sustainable escapement goal (SEG) of 15,000–20,000 sockeye salmon. Total escapement of pink salmon (4,949,900 fish) was above the South Alaska Peninsula SEG range of 1,750,000–4,000,000 fish. In the Southeastern District, chum salmon escapement was estimated at 157,790 fish, within the SEG of 106,400–212,800 fish. In the South Central District, chum salmon escapement was estimated at 162,600 fish, within the SEG range of 89,800–179,600 fish. In the Southwestern District, chum salmon escapement was estimated at 219,650 fish, within the SEG range of 133,400–266,800 fish.

The post-June commercial salmon harvest (excluding the Southeastern District Mainland) included 18,940 Chinook, 736,542 sockeye, 118,736 coho, 3,384,415 pink, and 425,681 chum salmon. No commercial salmon fisheries occurred in the Southeastern District Mainland from June 1 to July 25. The South Alaska Peninsula post-June salmon harvest in the Southeastern District Mainland from July 26 to October 31 was 2 Chinook, 3,305 sockeye, 1,787 coho, 5,277 pink, and 395 chum salmon. In 2020, the Orzinski Lake sockeye salmon escapement of 6,819 fish did not fulfill the sustainable escapement goal (SEG) of 15,000–20,000 fish. Total pink salmon escapement (3,209,750 fish) was within the South Alaska Peninsula SEG range of 1,750,000–4,000,000 fish. In the Southeastern District, chum salmon escapement was estimated at 151,450 fish, within the SEG of 106,400–212,800 fish. In the South Central District, chum salmon escapement was estimated at 162,000 fish, which was within the SEG of 89,800–179,600 fish. In the Southwestern District, chum salmon escapement was estimated at 100,150 fish, below the SEG of 133,400–266,800 fish. This report also summarizes the 2019 subsistence harvest.
