Book excerpt: Since 1925, import substitution programs have diverted South Africa's mineral revenues away from efficient investments and into the creation of an uncompetitive manufacturing sector. Protection has recently been augmented by a General Export Incentive Scheme that was designed to increase manufacturing exports. A multisector general equilibrium analysis shows the export scheme is highly complex with unusual and undesirable structural effects, seeming little more than a continuation of social engineering of the past. This work provides a definitive analysis of past and present South African trade policy, using a methodology of interest to other trade and development researchers operating in similarly spare informational environments.

Book excerpt: This paper puts forward a strategic view of what South African trade policy should be doing in relation to the future global trading environment. The future is uncertain, but if the past is prologue, South African trade policy needs to be positioned for a continuation of the commodity cycle, and to exploit markets in emerging economies, including Africa, more fully. Simultaneously, it needs policies to spur labour-intensive services and manufacturing exports, both because these will be needed if commodity markets are less robust and because of their employment creating potential. South Africa's current strategy, however, is inflexible, heavily focused on domestic concerns and has the danger of placing South African exporters at a disadvantage in accessing the growing emerging economies. It also gives rise to an inherent tension between the interests of South Africa and the African region in trade negotiations. Having as the central tenet of trade policy a commitment to deal with tariffs on a case-by-case basis will not serve South Africa well in the global economy that is likely to emerge over the next fifteen years. A simpler tariff structure would facilitate the conclusion of free trade agreements and actually make industrial policy more effective.

In the Apartheid period, South Africa developed a comparative advantage in capital-intensive primary and manufactured commodities partly because of its natural resource endowments, but also because the pattern of protection was particularly detrimental to exports of non-commodity manufactured goods. By contrast, trade liberalization from 1990 not only increased imports, but by reducing both input costs and the relative profitability of domestic sales also boosted exports. This evidence suggests that additional trade liberalization and policies that afford South African firms access to inputs at world prices could well be part of the strategy to enhance export diversification.

In this paper we focus on the role of structural factors in reducing the responsiveness of South African exports to the real exchange rate depreciation. To this end, we construct a unique database of export performance at the firm level. Our analysis suggests that electricity bottlenecks, limited product market competition, and labor market constraints have reduced the responsiveness of firms’ exports to the rand depreciation. On the other hand, a firm’s ability to diversify its exports has helped it benefit more from currency movements.
