Coming of age at the height of the Cold War, the OAU was politically torn between competing East-West political ideologies that instilled fear among and between the newly independent African states. African leaders of that era, who were also founding fathers of the continental Organisation, were driven by an inordinate desire for power for safeguarding national independence and sovereignty. By extension, this resulted in many of them remaining in office for far longer than was necessary. Convinced of their mandate to safeguard Africa's sovereignty, they sought to claim that they were the only ones bequeathed with love of country, sufficient wisdom and commitment to safeguard national independence.

The author's controversial thesis is that Prime Minister Botha, recognizing that his country had reached the historical juncture when it needed to establish a new political order encompassing all of its diverse peoples, moved effectively to prepare the ground for fundamental constitutional change. What was needed above all were stabilization measures to assure the support of the white population for reform. Botha used the South African defence force as his primary instrument. By 1989, Professor Roherty maintains, a striking degree of stabilization had been achieved within the country and throughout South Africa, and the groundwork for epochal change had been prepared. The author makes use of exclusive interviews with South Africans from the political, military, intelligence, corporate, and academic worlds.

Observers agree on importance of expanding national security in African states, but without consensus on optimal approach for studying or improving environmental and human security problems. Although the military is an influential institution in African countries, no work has addressed how, or if national and foreign militaries should be involved in promoting human and environmental security. This book combines ten original studies to discuss important non-traditional security issues facing countries located in each region of Africa. This volume reflects an assumption that one must have case-specific knowledge, use multidisciplinary and multi-level conceptual frameworks, and have appreciation of feasible and desirable public policies to understand and address complex non-traditional security concerns. Part One has three essays based on papers presented at 49th International Studies Association meeting in March 2008, plus two additional studies. Part Two focuses on understanding emerging transcontinental issues using interdisciplinary conceptual frameworks. Part Three has recommendations, remediation and conclusions via mini-case studies. Book excerpt: Military Strategy of Middle Powers explores to what degree twenty-first-century middle powers adjust their military strategies due to changes in the international order, such as the decline in US power. The overarching objective of the book is to explain continuity and change in the strategies of a group of middle powers during the twenty-first century. These strategies are described, compared, and explained through the lens of Realism. In order to find potential explanations for change or continuity within the cases, as well as for similarities and differences between the cases, the strategies of 11 ‘middle’ powers are analysed (Canada, Germany, Italy, Spain, Australia, Brazil, Indonesia, South Africa, India, Japan, and South Korea). This group of countries are considered similar in several important aspects, primarily regarding relative power capacity. When searching for potential explanations for different strategic behaviours among the middle powers, their unique regional characteristics are a key focus and, consequently, the impact of the structure and polarity, as well as the patterns of amity and enmity, of the regional context are analysed. The empirical investigation is focused on security strategies used since the terrorist attacks 9/11 2001, which was one of the first major challenges to US hegemony. This book will be of much interest to students of military and strategic studies, foreign policy, and International Relations in general.
