Book excerpt: Due to strong filial piety, parents(-in-law) play an important role in their adult daughters' fertility decisions in Vietnam; women feel pressured to fulfil their duties to produce a male descendant for the family. However, rapid urbanisation and industrialisation mean that multigenerational households are becoming less common, despite having been the standard household structure for centuries. Based on the 2020-21 Vietnam Multiple Indicator Cluster Survey, we investigate if women who coreside with the parental generation are more likely to desire additional children. In an industrialised economy, grandparents may be an important source of childcare while simultaneously exerting pressure on their adult children to have additional children. Further, we explore the association of the sex of previous child(ren) to capture the pressure associated with son preference. Multivariate regressions reveal an association between coresiding with parents and the desire for a second child, regardless of the sex of the first child. Among women with two children, third-child desires do not appear to be associated with coresiding with parents but are substantially related to having two daughters. Given the strong two-child norm in Vietnam and previous policies implying negative consequences for parents with three or more children, few women show a desire for a third child. Those women who report a desire for a third child mostly have two daughters, reflecting societal norms about the need for a male heir.

Three Asian countries were chosen for the comparative policy analysis, namely South Korea, India and Vietnam that share in common a historical legacy of son preference, high levels of sex imbalances and active policy response to curbing the growing demographic masculinization of their nations. The research based on the data collected from field work in the three countries shows that despite the adoption of very similar anti-sex selection policies the outcomes have been markedly different for each of the three countries. These unexpected diverse outcomes are explained partly by their different historical and cultural contexts, and partly to the different social, political and economic institutions and dynamics. This monograph offers careful and detailed explanations of both within and across country diversities in policy outcomes, pointing to the importance and the limits of cross-national policy learning and adoption, and raising questions about the efficacy of international organizations’ current approaches to global policy and knowledge transfer.

Where it occurs it may lead to higher fertility rates. Ideally son preference should be measured in the context of a hazards or parity progression model of fertility, or a logistic model of contraceptive use. Such models require large amounts of survey data, particularly to measure the covariates. Can son preference be discerned reliably using tests which rely on more limited information? The answer is yes, based on applying eight simple tests to data from the Vietnam Living Standards Survey of 1992-93 and comparing the outcomes with the benchmark results from fuller models. Some, but not all, of the simpler tests accurately measure son preference, including estimating a simple hazards or progression parity model, the unisex sibship test, and the sibling differentials test.
