Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

There are many studies on civil society and social movements, but none that specifically deal with this category of countries. As is well known, small states have particular characteristics, including a limited ability to reap the benefits of economies of scale, a high degree of exposure to forces outside their control, and the proximity of politicians to the voters, often leading to clientelistic relationships and patronage networks. The small island developing states have the additional problem of high environmental vulnerability, with some also dealing with disproportionate ecological footprints. These factors have a bearing on the organization and performance of civil society organizations and social movements, as explained in several chapters of this book. The volume is organized in three parts, dealing with aspects of civil society and social moments in small states in the political, social and environmental spheres, respectively. Various definitions of civil society are proposed in the chapters, but most authors associate the term with organized groups, operating in the interest of citizens, independently of government and commercial business, including various forms of non-governmental organizations (NGOs). Civil society also encompasses social movements, which are considered to be loosely organized collective campaigns in pursuit of social goals. These two terms are sometimes used interchangeably; however, some authors argue that social movements tend to engage in ‘contentious politics’ including protests, while NGOs engage through more organized and institutional routes.

The countries studied in the volume range from across Africa, Latin America, Asia and the Middle East to give a rich account of how countries from the global south conceptualise and construct civil society. Roepke never does this, and this is his strength. He realizes that all of these are legitimate aspects of human experience which must be satisfied in a balanced and harmonious social existence. Nature, sex, religion, beauty, and politics are all meaningful as parts of the whole. Problems occur only when each segment attempts to become the whole. The original title of this book, Civitas Humana, contains a double meaning. It promises a treatment of questions fundamental not only to human society but also to humane society. The volume combines distinct aspects of life. Half of the book is devoted to questions of economic and social life. The other half examines spiritual and national life. Chapters include "Moral Foundations," "The Place of Science in the City of Man," "Counterweights to the State," "Congestion and Proletarianisation of Society," and "Economic System and International New Order." Although Roepke recognized the validity of the nation in the modern world, he was constantly trying to find the smaller agencies within society in which real allegiances and loyalties were to be developed. His ideas continue to be of significance. As described by William F. Campbell in the new introduction, The Moral Foundations of Civil Society is a necessary addition to the libraries of economists, sociologists, theologians, and philosophers.

In the context of theoretical role the concept of civil society analyzes dimensions of social life and social values, with citizens and civil organizations as key actors. The normative role serves to motivate and mobilize citizens and other social actors for the establishment and development of various contents and forms of civil activities. The normative function is mostly manifested during periods of transition from less to more democratic societies. Both dimensions of the civil society concept have played significant roles, especially in countries where the position of civil society has traditionally played a marginal role. Discussing the concept of civil society is quite fashionable today. Civil society is a popular term with politicians, academics and international agencies. We frequently hear politicians talk about the needs of the state and the market for a civil society. As a result, a number of authors and social and political theorists have stressed its critical importance in the processes of democratic change. The concept of civil society has been defended in various ways by a variety of political and social theorists. Today's content of civil society does not result with a commonly accepted definition of the term, but focuses on whether the term should be a normative or non-normative tool of social science, and whether economic, religious and family relations should be considered as part of it. This paper will focus on the various meanings of civil society; a tentative definition on civil society will be introduced as well as various existing discourses of civil society.
