The order serves to constrain a production program which minimizes the discounted cost of producing at a constant output rate. The model is formed by augmenting a homogenous production function with a learning hypothesis and deriving a cost function. The cost function is then compared to several results due to Alchian, Hirshleifer, and Oi.

Book excerpt: A sequel to his frequently cited Cost and Production Functions (1953), this book offers a unified, comprehensive treatment of these functions which underlie the economic theory of production. The approach is axiomatic for a definition of technology, by mappings of input vectors into subsets of output vectors that represent the unconstrained technical possibilities of production. To provide a completely general means of characterizing a technology, an alternative to the production function, called the Distance Function, is introduced. The duality between cost function and production function is developed by introducing a cost correspondence, showing that these two functions are given in terms of each other by dual minimum problems. The special class of production structures called Homothetic is given more general definition and extended to technologies with multiple outputs. Originally published in 1971. The responsibility for errors and omissions, how ever, rests entirely upon the author. Professor G. C. Evans has given in terms of a simple total cost function, depending solely upon output rate, a treatment of certain aspects of the economic theory of production which has inherent generality and convenience of formulation. The classical approach of expressing the technology of production by means of a production function is potentially less restrictive than the use of a simple total cost function, but it has not been applied in a more general form other than to derive the familiar conditions between marginal productivities of the factors of produc tion and their market prices.

Book excerpt: The airframe industry is usually recognized as being different from most manufacturing industries. These differences, which are characterized by the number of units produced and the frequency of design changes, have been evident for many years. This uniqueness and the corresponding implications for cost estimation became particularly evident during World War II. The aircraft industry generally has been considered unique in that it differs from other manufacturing in the quantity of units manufactured and with the frequency with which changes are made during the course of manufacturing operations. In mass-production industries, manufacturing thousands or hundreds of thousands of identical units, methods and cost of production tend to remain fairly constant after production has been stabilized, whereas in the aircraft industry, method improvements are constantly being made and cost is a variable depending on the number of airplanes being manufactured (Berghell, 1944). These differences, coupled with political considerations, place unusual demands on cost modelers. This has been particularly true in recent years where large cost overruns have generated Congressional demands for better cost estimates. Traditionally, cost estimators in the airframe industry have used one or more of the following estimating techniques: 1. industrial engineering time standards, 2. parametric cost estimating models, 3. learning curves. All of the methods have been used with mixed results in specific situations. The general emphasis of all three approaches is cost estimation for planning purposes prior to beginning production, although some of the techniques may be used during the production phase of a program.

This fundamental research problem has been studied within several different contexts of discrete mathematics, computer science and artificial intelligence under different names: Min-Sum problems, MAP inference in Markov random fields (MRFs) and conditional random fields (CRFs), Gibbs energy minimisation, valued constraint satisfaction problems (VCSPs), and, for two-state variables, pseudo-Boolean optimisation. In this book the author presents general techniques for analysing the structure of such functions and the computational complexity of the minimisation problem, and he gives a comprehensive list of tractable cases. Moreover, he demonstrates that the so-called algebraic approach to VCSPs can be used not only for the search for tractable VCSPs, but also for other questions such as finding the boundaries to the applicability of certain algorithmic techniques. The book is suitable for researchers interested in methods and results from the area of constraint programming and discrete optimisation.

Most of us prefer to commute by the shortest route available, without taking into account the traffic congestion that we cause for others. Many networks, including computer networks, suffer from some type of this "selfish routing." In Selfish Routing and the Price of Anarchy, Tim Roughgarden studies the loss of social welfare caused by selfish, uncoordinated behavior in networks. He quantifies the price of anarchy—the worst-possible loss of social welfare from selfish routing—and also discusses several methods for improving the price of anarchy with centralized control. Roughgarden begins with a relatively nontechnical introduction to selfish routing, describing two important examples that motivate the problems that follow. The first, Pigou's Example, demonstrates that selfish behavior need not generate a socially optimal outcome. The second, the counterintiuitve Braess's Paradox, shows that network improvements can degrade network performance. He then develops techniques for quantifying the price of anarchy (with Pigou's Example playing a central role). Next, he analyzes Braess's Paradox and the computational complexity of detecting it algorithmically, and he describes Stackelberg routing, which improves the price of anarchy using a modest degree of central control. Finally, he defines several open problems that may inspire further research. Roughgarden's work will be of interest not only to researchers and graduate students in theoretical computer science and optimization but also to other computer scientists, as well as to economists, electrical engineers, and mathematicians.
