Book excerpt: Excerpt from Modern Economic Problems The outlook and sympathies that are expressed or tacitly assumed throughout this work are not so much those personal to the author as they are those of our present day American democratic society, taken at about its center of gravity. When the people generally feel difierently as to the ends to be at tained, a different public policy must be formulated, tho the economic analysis may not need to be changed. Therefore, in some cases, the author has discussed merely the economic as pect, or has referred to the general principles treated in vol ume one, and has purposely refrained from expressing his personal judgment as to the best policy for the moment. The present volume was planned some years ago as a re vision of a part of the author's earlier text, The Principles of Economics The intervening years have, however, been so replete with notable economic and social legislation and have witnessed the growth of a wider public interest in so many economic subjects, that both in range and in treatment this work necessarily grew to be more than a revision. Except in a few chapters, occasional sentences and paragraphs are all of the specific features of the older text that remain. Sug gestive of the rapid changes occurring in the economic field is the fact that a number of statements made in the manuscript a few months or a few weeks ago had to be amended in the proof sheets to accord with recent events. The author's debt for information, inspiration, and assist ance in various phases of the work is a large one. The debt is owing to many, - authors, colleagues, and students. A few of the sources that have been drawn upon will be indicated in a pamphlet following the plan of the Manual of References and Exercises in Economics, already published for use in connection with Volume I; but the limits of space will prevent a complete enumeration. Book excerpt: Excerpt from Modern Economic Thought: The American Contribution The movement to reconstruct economics was well established 'in the United States long before 1929. By 1914 Thorstein Veblen had unfolded the major features of his evolutionary or cultural ver sion of economics. In the years before the outbreak of World War I, Veblen's disciples, who then included Wesley C. Mitchell, Robert F. Hoxie, Walton H. Hamilton, and other less well-known econo mists, were enthusiastic in their defense of the new economics, which came to be known as institutional economics. 2 Academic inter est in the new version of economics became so widespread by 1918 that one of the round table conferences of the annual meeting of the American Economic Association of that year was devoted to the topic of institutional economic theory.3 By 1921 Veblen's institu tional economics appears to have reached the high-level mark of its popularity. In the years of prosperity which followed the depres sion of 1920-21 the movement to reconstruct economics continued to add new members to its list of advocates, but'it didnot slavishly follow the lines drawn in earlier years by Thorstein Veblen. Younger exponents of economic heterodoxy, such as John M. Clark and Rexford G. Tugwell, brought new emphases to the work of re vamping economic thought. These new members of the group of economists who were interested in modernizing economic science were prone to be somewhat less speculative and more concerned with immediate economic and social issues than was Veblen. They were more willing to envision economic reform within the limits of the existing private-enterprise system. Furthermore, they began to find various parts of the Veblenian interpretation somewhat outmoded. This is not to say, however, that these younger revisionists of the postwar period had developed a basic approach to economic studies which was different from Veblen's approach. On the contrary, their work was in its essentials within the Veblenian tradition. Like the pioneering leader of the..movement to revamp economics. As complementary expressions of the same conception of economics and the same method of teaching, unity and completeness are to be found only in the two volumes together. The Exercises follows the Problems, division by division, and section by section. In this volume each of the sections falls into four parts. The first gives a short statement introductory to the topic announced. These statements supplement the introductions to the divisions in the Problems, and are intended to give to the divisions the unity which the introductions to the divisions attempt to give to the treatment as a whole. The second gives, by number, a list of supplementary readings in the Problems. These are intended to show something of the many cross-currents in economic life and to indicate the intimate connection between seemingly independent problems. Since the sections bear the same titles as those in the Problems, it has seemed superfluous to enumerate the required readings. The third gives a list of questions based directly upon the readings. An attempt has been made to word them in such a way that they do not call for mere reproduction; that in answering them the student is forced to give something of his own. The fourth presents a series of problems based indirectly upon the readings. They are intended to test the student's acquisition of something more than the mere language of economics, his assimilation of readings presenting material from divergent viewpoints, and his ability to orient his thought in the face of conflicting opinions and testimony. These problems form the real test of the student's reading and study. The character of the Problems has, of course, been determined by the theory underlying the two books. There are fewer problems calling for the mere accumulation of evidence and the annihilation of fallacies than usual. The writer has also been careful to point out, that from these Opinions no justification can be derived for any proleceifig duty, or other preference given to domestic over foreign industry. But in regard to those duties on foreign commodities which do not operate as proteo tion, but are maintained solely for revenue, and which do not touch either. The necessaries of life or the materials and instruments of production, it is his Opinion that any relaxation of such duties, beyond what may be required by the interest of the revenue itself, should in general be made contingent upon the adoption of some corresponding degree of freedom of trade with this country, by the nation from which the commodities are imported.
