It is a synthesis of the main findings and recommendations from analytical work and case studies prepared under the World Bank Analytical and Advisory Assistance (AAA) program entitled 'Addressing China's Water Scarcity: from Analysis to Action.' These studies focus on several strategically important thematic areas for China where additional research was needed, as identified by the research team and advisory group based on a review of pressing issues. These areas are governance, water rights, pricing, ecological compensation, pollution control, and emergency response. The approach has been to evaluate Chinese and international experience to identify policy and institutional factors that have proven effective in promoting the adoption of water conservation and pollution reduction technologies. The research was based on literature reviews, qualitative and quantitative policy analyses, household surveys, field trips, and case studies to develop feasible recommendations for a plan of action based on realities on the ground.

The project was conducted by the Research Institute for Water and Waste Management at RWTH Aachen (FiW) e.V., Bavarian State Ministry of the Environment and Consumer Protection, Technical University of Munich, RWTH Aachen University, German and Chinese companies (Martin Membrane Systems AG, Steinhardt GmbH Wassertechnik, GuHong, JT-elektronik, bluemetric, Huawang Water, EVU Group, Atemis GmbH, i+f process GmbH) in close cooperation with Chinese Academy of Environmental Sciences, Tongji University, and the Dianchi Lake Management Authorities. Overall, the joint Sino-German research project SINOWATER provided solutions for the improvement of the water quality in the mentioned water bodies as well as development and optimization of Good Water Governance. These objectives could be achieved through the implementation of innovative German water technologies and the optimization of water management elements in the fields of industrial and municipal wastewater treatment as well as river and shallow lake management.

In spite of its importance as the major river of China, little has been written on the Yellow River and its management. Charles Greer fills this gap with his comprehensive and thoroughly researched book. This work deals with the technological problems faced by the Chinese in taming the destructive river and also focuses on cultural attitudes that have governed the Chinese response to nature. For example, water control was not highly regarded by the Taoists, who preferred to let nature take its course; but the Buddhists sought to harness the river against devastating floods and also to benefit their crops. Greer traces water use and management in the Yellow River Basin through Chinese history and discusses early Western interest in the flood problem and Soviet assistance in Yellow River development. He analyzes traditional methods of control as well as newer strategies and their implications. The author of this book is one of a small number of social scientists able to master the original Chinese-language historical materials necessary to this undertaking. He has also examined Chinese water management methods first-hand as part of a delegation of water management specialists in 1976. In addition to geographers and conservationists, China scholars will find this book valuable because of the axial role the control of the Yellow River plays in the fundamental economic health of the People’s Republic of China. To do so, it draws on three main sources: Cheung SNS’s “Economic Explanation”, Douglas C. North’s “New Economic History” and Ray Huang’s “Macro History”. The book makes two essential contributions: it elaborates the hierarchical water governance structure in China, which originated in the Qin Dynasty that unified the country 2000 years ago and has been employed without interruption ever since; further, it constructs a choice model for water governance structures and advances the logic of making structural choices with minimum transaction costs under constraint conditions, while also explaining the inherent nature of China’s choice for the hierarchical structure from the perspectives of management cost and cooperation cost. As such, the book enriches and builds on the theories of the “water governance” school represented by Karl Marx, Karl Wittfogel and Ray Huang, laying the foundation for the further study of water rights theory in contemporary China.
