With that urbanity which our comrade usually exhibits in his writings, he wrote back insisting upon my writing a short preface to what he described as his maiden effort. This was the last honour I expected, and I tried to evade the responsibility by telling him that his writing would speak for itself. However, he proved insistent, and so I had to succumb to his blandishments. Those who have for years read Tattler's notes in Justice on current events must have been struck, I am sure, with his fine logical acumen, combined with the sweet reasonable ness of his methods of controversy Tattler has always scrupulously endeavoured to state the case of his opponent fairly, before proceeding to demolish him in argument. So successful has Tattler been in his encounters with the enemy, that readers of Justice will agree with me that it has fallen to the lot of few writers to win so many victories with the pen. Unfortunately, most writers who attack Socialism know little of the subject they criticise. Mr. Devas, however, as Tattler says, has taken thetrouble to inform himself on what Socialists think, and, therefore, the comments of Tattler will be read with more than usual interest. Book excerpt: Excerpt from The Principles of Socialism Made Plain: And Objections, Methods, and Quack Remedies, for Poverty Considered It seems to me that the constitutional or parlia mentary method which he advocates would involve loss of energy, disappointment, and discouragement; that it would bear with it the almost inevitable danger of the people's eyes being directed to the immediate struggle, losing sight of the ultimate aim; of their being befooled by those very concessions which the author speaks of as likely to be offered so eagerly by the present political parties; and, judging by the signs of the times, I cannot help thinking that the necessities of the miserable, ever increasing as the old system gets closer to its inevitable ruin, will outrun the slow process of converting parliament from a mere committee of the landlords and capitalists into a popular body representing the best aspirations of the workers. Moreover socialists, unless they abandon their principles, cannot help showing their hand from the first, and consequently even moderate measures will always be looked on with suspicion coming from them, and concessions which would have been granted without much resistance to the Radicals twenty or even ten years ago, if they had been demanded, will be sternly refused to the Socialist demand. In the days in which I am now writing, there are not lacking signs that the reactionists, driven by the fear of the advancing wave of revolution, are making up their minds to make a stand on the ground of mere brute force, which at present they are able to com mand. Among these developments are the collapse of Communist regimes, the fragmentation of the constituencies upon which earlier socialist advances had depended, changes in the organization and the dynamics of capitalism and a dearth of agencies committed to the socialist project. The book also takes up and seeks to rebut older objections to socialism, such as the notion that it is inevitably totalitarian, that it is based on too optimistic a view of human nature and that it fails to take account of the tendency of power to accumulate in the hands of minorities. The book argues that a social order dominated by the logic of capital and competition cannot, despite all the positive claims made on its behalf, produce the conditions which make true citizenship and community possible. By contrast, socialism offers an attractive and feasible programme for the realization of those ideals. Miliband argues that socialism cannot be seen as an answer to all the ills which have plagued humankind. Socialism, in his view, has to be understood as part of an age-old struggle for a more just society, and he believes that, seen in this light, socialism remains not only desirable but also perfectly possible. Moreover, he believes, socialism will, in time, come to command a majority support which its advancement requires. Socialism has to be seen as a permanent striving for the achievement of democracy, egalitarianism and the creation of an economy under democratic control.
