Book excerpt: The purpose of the paper is to identify and describe significant sources of foreign assistance and their interrelations, with emphasis on the US programs of assistance to less-developed nations. It is designed to provide a partial basis for further studies on coordination and effectiveness of these programs including problems associated with coordination of US economic and military assistance programs (MAPs). The paper covers programs and agencies extending capital grants and loans, investment guarantees, technical assistance, and other forms of economic assistance primarily to less-developed countries. Public sources such as governments, UN agencies, and US voluntary agencies are described. The International Monetary Fund (IMF) is also covered because of its role in stabilizing currencies that otherwise would endanger national development programs although it is not a source of economic aid in direct support of development programs. Military assistance is included only to the extent of the US program because of problems in coordinating US economic and military assistance. (Author).

Book excerpt: This book analyzes the mechanism of transnational private regulations (TPRs) in the global property investment market and the conditions of their effectiveness for sustainable urban development. In the present economy, with control over national legislation alone, state policymakers have been challenged to regulate transnational investors, markets, and issues such as global warming, financial crises, food safety risks, deforestation, and cross-border business transactions. Transgovernmental networks of regulators have assembled representatives and technical experts from national regulatory agencies, nongovernmental organizations, private firms, and business organizations. As private corporations become increasingly globalized, many forms of TPRs have emerged since the 1990s for legislation, standard-setting, monitoring of compliance, and implementation of transnational rules, to respond to challenges posed by the transformation of domestic and international regulatory environments. TPRs are self-regulated, non-state, market-driven regulations. Since the emergence of TPRs, the global rule-making landscape has become dynamic. Urban development and property investment have been viewed historically as local phenomena: The regulations and standards in this field have been established and enforced by governments, local associations, and national professional bodies. However, as urban development and property investment increasingly have been globalized, the services, transactions, and investments by private firms have transcended national boundaries. For this reason, it has become difficult for states to regulate global activities through existing national legislation or international regulatory systems. As the management of new transnational issues through collaborations between various actors is unpredictable, it is necessary to examine the mechanism of TPRs in global property investment and their effectiveness for sustainable urban development.

It is the first case study to use both qualitative and quantitative research methodology to illuminate the experiences of Kenyan public universities with internationalization post-independence. Focusing on Kenya’s oldest national public university—the University of Nairobi’s experimentation with internationalization, Kenyan Public Universities in the Age of Internationalization is a first in the East African region. The book argues that attempts by institutions of higher education in Africa to engage in internationalization with the much more older and well established IHEs in the developed world has perpetuated the colonial legacy that has relegated these institutions to the position of the Other in the new international order. Several policy implications are offered on what it means to participate in internationalization from a marginal, peripheral position. The conventional assumption that political independence would bring to most African countries, and by extension their national public universities, a period of freedom from political, economic and cultural subjugation and exploitation by the more powerful world nations has proved elusive.
