Book excerpt: Excerpt from The Russian Orthodox Church: Organization, Situation, Activity The position of religion in the Soviet state is defined by the decree of the Soviet Government of January 23, 1918, on freedom of conscience and on the separation of the Church from State and of the school from the Church. This decree says that the Church is separated from the State and that within the frontiers of the Republic She is forbidden to issue any laws or regulations which could restrict or limit freedom of conscience, or establish privileges or advantages of any sort based on the religious affiliation of the citizen. In accordance with this decree, every citizen of the State may practise any religion or none. All deprivations of rights connected with the practice or non-practice of any faith are abolished. All data about the religious affilia tion or non-affiliation of the citizen have been struck out of all official docu ments. All the activities of state and other public or legal institutions are performed without any religious rites or ceremonies. Freedom of performing religious rites is guaranteed in so far as they do not involve a disturbance of public order and do not prejudice the rights of Soviet citizens. Local authorities have the right to apply all necessary meas ures to maintain public order and security in such cases. No one can refuse to fulfil his civic duties on religious grounds. Exemption from this by the substitution of one civic duty for another is permissible in individual cases by decision of the people's court. Hence she is esteemed the first who planted Christianity upon Russian soil. For, although her ad monitions to her son Swjatoslaw to become a Christian were nu heeded, yet her example contributed greatly to deter mine her nephew, Wladimir, to receive Christianity from the pure source of the Oriental Church. Already at this time it was strongly rumored, that the Russian Grand Duke, weary of heathenism, designed to create a change in the religion of his realm. Ou this account, many neighboring nations dispatched their ambassadors to Wladimir, in order to win him over to their belief. Even the Mohammedans, as also the J ews, endeavored to interest the heathen Duke in their belief. But the Grand Duke hesitated for some time to lay aside heathenism. Then appeared before him a Greek missionary who almost succeeded by his sermon in win ning the heart of the heathen Duke for the true faith. Still the wise Wladimir did not yet trust the eloquence even of this man, and summoning his counsellors, he proposed to them to make a choice from the difierent beliefs. These unanimously determined not to accept this or that faith until representatives chosen from the various regions had been convinced on the Spot of the excellencies of the one over the other.' The omissa ries soon returned, after they had visited the churches in Germany, Bulgaria and Greece. The first two did I not satisfy them, but they were highly delighted with the splendor and dignity of the Greek ritual. They felt, they said, as if in the presence of the angels in. Book excerpt: Excerpt from The Doctrine of the Russian Church: Being the Primer or Spelling Book, the Shorter Longer Catechisms,& a Treatise on the Duty of Parish Priests A translation of it into English was published shortly afterwards at London, A.D. 1723, under the title of The Russian Catechism; and reached a second edition. II. and III. The Shorter and Longer Catechisms are printed and published by the Synodal Press not only in the Slavonic, but also in the modern-Russian character and idiom. Both of them in that form, in which they now stand, and in which alone they are enjoined to be used, were drawn up by Philaret, the present illustrious Metropolitan of Moscow, and after careful revision were not merely approved and licensed, but adopted and promulgated by the Most Holy Synod as the Catechisms of the Church Herself, A.D. 1839. The Longer Catechism, in particular, having been translated into Greek, and sent to all the Eastern Patriarchs and other Churches of the same Rite and Communion, and having been received on all sides with unanimous approbation, has a just claim to that title which it bears in the original, and which literally translated would stand thus: A Full Catechism of the Orthodox Catholic Church of the East: though the word 'Full' having reference also to the 'Short Catechism' of the Russian Church, it was found difficult to give this title with exactness in the translation. It must not, however, be supposed that these two Catechisms either in their present form, or in that in which they were first published for the single Diocese of Moscow, originated solely with the Metropolitan, who has been named as their Author. They are in fact, though recast, and much improved in method and style by his labour, and by that of the Synod itself, yet in substance the representatives of older Catechisms under similar titles, which have been from time to time authorized by the Spiritual Authorities; though none before these have ever been appropriated in so distinct a manner by the Church Herself.
