In the past, failure had a primarily humanitarian dimension, with fewer implications for peace and security. Now nation-states that fail, or may do so, pose dangers to themselves, to their neighbors, and to people around the globe: preventing their failure, and reviving those that do fail, has become a strategic as well as a moral imperative. State Failure and State Weakness in a Time of Terror develops an innovative theory of state failure that classifies and categorizes states along a continuum from weak to failed to collapsed. By understanding the mechanisms and identifying the tell-tale indicators of state failure, it is possible to develop strategies to arrest the fatal slide from weakness to collapse. This state failure paradigm is illustrated through detailed case studies of states that have failed and collapsed (the Democratic Republic of the Congo, Sierra Leone, the Sudan, Somalia), states that are dangerously weak (Colombia, Indonesia, Sri Lanka, Tajikistan), and states that are weak but safe (Fiji, Haiti, Lebanon).

Somalia has been without a state, a Ministry of Finance, or a central bank, but the Somali Shilling was more stable during the second half of the 1990s than during the 1980s. Economic agreements with transnational firms and sovereign states go ahead. Do town-dwellers fare as well as pastoralists? With the collapse of the state, herders and traders have benefited from reduced restrictions on movement and there is a booming unofficial export and import trade. Settled populations have fared less well. Do pastoralists care about development and social improvement? Throughout the Horn western-funded development projects have had disastrous results. A country of some nine million, it has lacked a central government since the fall of Mohamed Siad Barre's regime in 1991. Poverty and insecurity are endemic. Less than 40 percent of Somalis are literate, more than one in ten children dies before turning five, and a person born in Somalia today cannot assume with any confidence that he or she will reach the age of fifty. Failed states provide fertile ground for terrorism, drug trafficking, and a host of other ills that threaten to spill beyond their borders. Somalia is thus a problem not just for Somalis but for the United States and the world. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Thus decolonization and pan-Somalism became synonymous. In 1960 a partial reunification took place between British Somaliland and Somalia Italiana. Africa Confidential wrote at the time that the new Somali state would never be beset by tribal division but this discounted the existence of powerful clans within Somali society and the persistence of colonial administrative cultures. The collapse of parliamentary democracy in 1969 and the resulting army--and clanic--dictatorship that followed led to a civil war in the 'perfect' national state. It lasted fourteen years in the British North and is still raging today in the 'Italian' South. Somaliland re-birthed itself through an enormous solo effort but the viable nation so recreated within its former colonial borders was never internationally recognized and still struggles to exist economically and diplomatically. This book recounts an African success story where the peace so widely acclaimed by the international community has had no reward but its own lonely achievement.

The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

This paper posits that conventional as well as unconventional factors explain inflation dynamics in the recent past. We build a theoretical model based on the insights into the workings of socialist economies under supply shortages provided by Shleifer and Vishny (1992) to help explain price dynamics. In the model, strategic behavior of the fuel distribution monopolist results in fuel shortages, with implications for fuel and non-fuel inflation. A number of step-wise adjustments of administered prices for fuel products since December 2005 offer an interesting experiment to help study this behavior. Our findings show that inflation may have been influenced by shortages in fuel and non-fuel commodity supplies, which themselves are driven by violence and rent-seeking.
