Book excerpt: As part of the comprehensive review of the Social Security Administration's (SSA's) systems development plans, we have been monitoring the agency's efforts to relocate its central computer facility from its present location at agency headquarters in suburban Baltimore to a newly constructed computer center building less than a mile away. Although we identified several questionable aspects of SSA's early relocation planning, the agency has acted to resolve these issues and has generally planned and managed the relocation activities well. Nevertheless, SSA's service to the public could be adversely affected if the agency installs service-related systems in the new building before it is totally ready to accept computer operations. Therefore, we believe SSA should closely monitor efforts to solve certain problems that have impeded building readiness and adjust its schedule for relocating service-related systems accordingly.

Yet demographic trends—longer lifespans and declining birthrates—mean that this popular program now pays more in benefits than it collects in revenue. Without reforms, 83 million Americans will face an immediate benefit cut of 20 percent in 2034. How did we get here and what is the solution? In Fixing Social Security, R. Douglas Arnold explores the historical role that Social Security has played in American politics, why Congress has done nothing to fix its insolvency problem for three decades, and what legislators can do to save it. What options do legislators have as the program nears the precipice? They can raise taxes, as they did in 1977, cut benefits, as they did in 1983, or reinvent the program, as they attempted in 2005. Book excerpt: Although system analysis is a well established methodology, the specific application of such analysis to information systems is a relatively new endeavor. Indeed, it may be said to be still in the trial-and-error stage. In recent years, such analysis has been given impetus by the numerous accounts of information system failures, some of which have led to serious consequences -e.g., the accident at Three Mile Island, the chemical spills at Bophal, India, and at Institute, West Virginia, and the loss of the space shuttle Challenger. Analysis of the failure of the W. T. Grant Company, the third largest retail organization in the United States, indicated that improper use of the available information was a significant factor in that failure. In spite of these incidents and their widespread impact, only meager attempts have been made to develop an effective methodology for analyzing the information systems involved in such incidents. There have been no well developed guidelines for determining the causes of such events and for recommending solutions so that similar failures could be avoided. To address the need for such a methodology, the North Atlantic Treaty Organization (NATO) sponsored an Advanced Research Workshop attended by a group of 32 scientists, scholars, and expert investigators, representing a variety of disciplines and countries.
