Book excerpt: When Nigeria returned to democracy in 1999, real GDP growth rate was 1.12 percent, consumer price inflation was 6.6 percent, and unemployment rate was 8 percent. 15 years down the road, average real GDP growth is 6.5 per cent, inflation is 7 per cent, but latest available unemployment rate is 23.9 percent, and that was for 2011. One of the challenges in addressing the Nigerian unemployment situation is that until we know the facts in a timely fashion, it will be difficult to solve the problem. By extension, until we know the facts about unemployment in a timely manner, no one can tell how our well-meaning attempts to solve other problems (such as: (i.) aggressively tightening monetary policy stance to achieve lower inflation in the short term; or (ii.) selecting a fanciful oil price benchmark, that is lower than is required to enable nominal government budget keep pace with nominal GDP, in order to save for the rainy day), will only serve to make an already ugly unemployment situation uglier. Little surprise that unemployment rate increased threefold in the last fifteen years, the worst increases happening between 2007 and now. Nigeria now gets monthly inflation figures about two and a half weeks after the end of each month and quarterly GDP figures (nominal, real, and associated deflators) now arrive a month and a half after each quarter. But it takes about a year and a half for annual unemployment figures to be published in Nigeria. Nigeria's fiscal policy (especially the selection of the oil price benchmark), monetary policy, and financial policy now clearly require explicit mandates about unemployment thresholds. But unemployment figures must be available with the same speed and frequency that inflation numbers now becomes available for the thresholds to be meaningful.

Nigeria, an emerging economy with an estimated population of about 200 million is battling with poverty and unemployment problems consequently the country's quest for technological progress, industrialization and economic development is 'snail-speeding' and very unimpressive. TVET has been recognized worldwide as a tool for empowering people, especially the youth, for sustainable livelihood and social-economic development. This paper adopted a conceptual approach to explore how Technical Vocational Education and Training as a Panacea to Solving Nigeria's Youths' Problem of Unemployment. Materials were generated via internet, textbooks and other documents relevant to the study. The Nigerian government had initiated several youth empowerment programmes through TVET, but a lot of these programmes lack structure and their impact not felt by the nation's youths. This is evident in the substantial number of youth that still lack work skills - which often results to unemployment, insecurity, loss of lives and properties and chaos. The findings based on the literature reviewed showed TVET is backed up with the availability of materials, infrastructure, hard and soft skills coupled with good will on the part of government could be the vitally needed solution to the problem of graduates' employability in Nigeria. Truly, the battle against youth unemployment cannot be won without tertiary institutions collaborating with the private sector of the economy. This forms the thrust of this paper. It was recommended among others that educational institutions offering technical education programmes should tap the dynamisms and synergies of the 21st century workplace to the full to produce technical education graduates who can fit in and succeed in the 21st century world of work.

It constitutes a problem not only for the youths themselves but to the overall social, political and economic structures of the country. Therefore, it is important to conduct an empirical investigation on this issue in order to generate data which are needed in resolving youth unemployment. The present study aimed at examining the causes and consequences of unemployment among the educated youths in Kano, Nigeria. It also examined the reasons why some of them engaged in deviant behaviours. The role of government in eradicating this problem was also investigated. To ensure a comprehensive analysis of data, the study used a qualitative method. This involved in-depth interviews with 20 respondents whose responses were coded into themes according to the objectives of the study. The study revealed that unemployment among the respondents was triggered by a wide range of demographic, economic, social, psychological and cultural factors. Depending on the youths' psychological make-up and available resources, the findings show that unemployment had both detrimental and beneficial effects on the unemployed youths. In terms of negative outcomes, the results show that they suffered from poverty and experienced a wide range of health and psychological problems. Furthermore, some of them developed a negative outlook in life and became vulnerable to crime and deviation. However, unemployment also provided them an opportunity to be creative, resourceful and religious in order to cope with the crisis. In addition, the study also shows that despite the harsh effects of joblessness, very few were involved in deviant behaviours due to religiousity. The reasons for their involvement in crime and deviation are deprivation, frustration, feeling of rejection, lack of endurance and emotional trauma. Furthermore, the results also reveal that the government has a critical role to play in promoting the employability of educated youths. Therefore, the findings of the study call for a comprehensive and multi-dimensional approach to address the unemployment problem of this important segment of the Nigerian population.

Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.
