The overall goal of the research program is to improve the well-being of people ÿdependent on these systems. Solomon Islands is one of five priority countries in the AAS program, ÿled by WorldFish. In Solomon Islands, the AAS program operates in the Malaita Hub (Malaita ÿProvince) and the Western Hub (Western Province). This program and its scoping activities are ÿsummarized in this report.ÿ

Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country's volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for 'cooperative intervention' in 'failing states' worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of 'cooperative intervention' as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in 'failed' and 'failing' states.

The Maternal Mortality Estimation Inter-Agency Group comprising the World Health Organization (WHO) the United Nations Children?s Fund (UNICEF) the United Nations Population Fund (UNFPA) the World Bank Group and the United Nations Population Division assessed the 95 countries with an MMR higher than 100 in 1990. The report notes Cambodia the Lao People?s Democratic Republic and Mongolia have achieved this target in the Western Pacific Region. However maternal mortality remains higher than the Sustainable Development Goal (SDG) target in five countries in the Region. WHO has developed evidence-based maternal health recommendations for reducing maternal mortality and morbidity. This review compares national guidelines and protocols implementation and health system standards to WHO recommendations for eight countries that account for 96% of maternal deaths in the Western Pacific Region.

The notion of ‘transition’ as used to describe the recent drawdown of the decade-long Regional Assistance Mission to Solomon Islands (RAMSI) provides a departure point for considering other transformations – social, political and economic –under way in the archipelagic nation. Organised around a central tension between change and continuity, two of the book’s key themes are the contested narratives of changing state–society relations and the changing social relations around land and natural resources engendered by ongoing processes of globalisation and urbanisation. Drawing heuristically on RAMSI’s genesis in the ‘state- building moment’ that dominated international relations during the first decade of this century, the book also examines the critical distinction between ‘state-building’ and ‘state formation’ in the Solomon Islands context. It engages with global scholarly and policy debates on issues such as peacebuilding, state-building, legal pluralism, hybrid governance, globalisation, urbanisation and the governance of natural resources. These themes resonate well beyond Solomon Islands and Melanesia, and the book will be of interest to a wide range of students, scholars and development practitioners. In 2012, WorldFish started to implement RinD in Solomon Islands. By building people’s capacity to analyze and address development problems, actively engaging relevant stakeholders, and linking research to these processes, RinD aims to develop an alternative approach to addressing hunger and poverty. This report describes the key principles and implementation process, and assesses the emergent outcomes of this participatory, systems-oriented and transformative research approach in Solomon Islands.

The HWEP was developed as a response to Papua New Guinea Health Workforce Crisis: A Call to Action, a 2011 World Bank report that recommended the country adopt a strategy to increase pre-service and in-service training, staff for support services, and quality-enhancing non-salary budget expenditures, known in the report as Scenario 5. A recommended training schedule up to 2030 has also been developed to guide the implementation of such a strategy.

Book excerpt: ‘I know no place where firm and paternal government would sooner produce beneficial results then in the Solomons … Here is an object worthy indeed the devotion of one’s life’. Charles Morris Woodford devoted his working life to pursuing this dream, becoming the first British Resident Commissioner in 1897 and remaining in office until 1915, establishing the colonial state almost singlehandedly. His career in the Pacific extended beyond the Solomon Islands. He worked briefly for the Western Pacific High Commission in Fiji, was a temporary consul in Samoa, and travelled as a Government Agent on a small labour vessel returning indentured workers to the Gilbert Islands. As an independent naturalist he made three successful expeditions to the islands, and even climbed Mt Popomanaseu, the highest mountain in Guadalcanal. However, his natural history collection of over 20,000 specimens, held by the British Museum of Natural History, has not been comprehensively examined. The British Solomon Islands Protectorate was established in order to control the Pacific Labour Trade and to counter possible expansion by French and German colonialists. It remaining an impoverished, largely neglected protectorate in the Western Pacific whose economic importance was large-scale copra production, with its copra considered the second-worst in the world. This book is a study of Woodford, the man, and what drove his desire to establish a colonial protectorate in the Solomon Islands. In doing so, it also addresses ongoing issues: not so much why the independent state broke down, but how imperfectly it was put together in the first place.
