In the procurement of spare parts for initial support, the opportunity to interject meaningful cost reduction incentives is controlled almost entirely by the pricing and contractual coverage negotiated for the end equipment. A major portion of the non-competitive procurements of replenishment spare parts (expressed in dollar value) are concentrated among a relatively few large prime contractors. Delayed pricing of replenishment spare parts is confined largely to non-competitive procurements under open-type contracts. The delay in pricing under open contracts normally results from the need to fill an urgent requirement and thus to permit the contractor to proceed with production prior to agreement on price. Book excerpt: The basic intent of this study is to provide additional empirical evidence to analysts evaluating whether a system ought to be competed to obtain overall cost savings. Although the items studied were not major systems themselves, they were components of major systems, and unlike major systems they were numerous enough to readily test statistically. The extent to which these items have competitive savings behavior similar to that of major systems is not known. Comparison with Lovett and Norton data, however, suggested similar characteristics may be present. The findings of this study are fairly consistent with other related research. An analyst would be prudent to treat sole source and competitive learning curve slopes as equal or with slight improvement for competition, and to remember the greater variability of competitive slopes. A reasonable percentage savings estimate is likely to be between 15% and 25% with the distribution modified by specific considerations of the system under study.

Yet, buyers are continually faced with uncertainty, and the Government has no specific guidelines or firm basis for deciding when to introduce competition into the acquisition process. The overall research objective was to determine the effect of competition on the prices of weapon system replenishment spare parts. Multiple regression analysis and parametric statistical tests were used to analyze procurement history data for thirty-six replenishment spare parts, which were purchased by the Air Force Logistics Command. Price changes were attributed to three factors: inflation, order quantity, and competition. Five research hypotheses were formulated and tested to address three major research issues. Generally, the research findings contradict the results of previous empirical research and competition theory.
