But, as Theda Skocpol shows in this startlingly new historical analysis, the United States actually pioneered generous social spending for many of its elderly, disabled, and dependent citizens. During the late nineteenth century, competitive party politics in American democracy led to the rapid expansion of benefits for Union Civil War veterans and their families. Some Americans hoped to expand veterans' benefits into pensions for all of the needy elderly and social insurance for workingmen and their families. But such hopes went against the logic of political reform in the Progressive Era. Generous social spending faded along with the Civil War generation. Instead, the nation nearly became a unique maternalist welfare state as the federal government and more than forty states enacted social spending, labor regulations, and health education programs to assist American mothers and children. Remarkably, as Skocpol shows, many of these policies were enacted even before American women were granted the right to vote. Banned from electoral politics, they turned their energies to creating huge, nation-spanning federations of local women's clubs, which collaborated with reform-minded professional women to spur legislative action across the country. Blending original historical research with political analysis, Skocpol shows how governmental institutions, electoral rules, political parties, and earlier public policies combined to determine both the opportunities and the limits within which social policies were devised and changed by reformers and politically active social groups over the course of the late nineteenth and early twentieth centuries. By examining afresh the institutional, cultural, and organizational forces that have shaped U.S. social policies in the past, Protecting Soldiers and Mothers challenges us to think in new ways about what might be possible in the American future.

Book excerpt: There is an ongoing need to test and ensure effectiveness of personal protective equipment that soldiers use to protect themselves against chemical warfare agents. However, testing using human subjects presents major challenges and current human-size thermal mannequins have limited testing capabilities. The U.S. Department of Defense (DOD) along with their counterparts from other countries are seeking to develop more human like mannequins, which would include features like human motion, in order to carry out more advanced chemical testing. At the request of DOD Product Director, Test Equipment, Strategy and Support, the National Research Council formed an ad hoc committee to evaluate the feasibility of developing an advanced humanoid robot, or Protection Ensemble Test Mannequin (PETMAN) system that meets the DOD requirements. The book concludes that although most of the individual requirements can technically be met, fulfilling all of the requirements is currently not possible. Based on this conclusion the committee recommends that DOD considers three issues, prioritization of current system requirements, use qualified contractor for particular technical aspects, incorporate complementary testing approaches to the PETMAN system.

Jens David Ohlin and Larry May untangle these confusing strands and perform a descriptive mapping of the ways that necessity operates in legal and philosophical arguments in jus ad bellum, jus in bello, human rights, and criminal law. Although the term "necessity" is ever-present in discussions regarding the law and ethics of killing, its meaning changes subtly depending on the context. It is sometimes an exception, at other times a constraint on government action, and most frequently a broad license in war that countenances the wholesale killing of enemy soldiers in battle. Book excerpt: If pacifists are correct in thinking that war is always unjust, then it follows that we ought to eliminate the possibility and temptation of ever engaging in it; we should not build war-making capacity, and if we already have, then demilitarization—or military abolition—would seem to be the appropriate course to take. On the other hand, if war is sometimes justified, as many believe, then it must be permissible to prepare for it by creating and maintaining a military establishment. Yet this view that the justifiability of war-making is also sufficient to justify war-building is mistaken. This book addresses questions of jus ante bellum, or justice before war. Under what circumstances is it justifiable for a polity to prepare for war by militarizing? When (if ever) and why (if at all) is it morally permissible to create and maintain the potential to wage war? In doing so it highlights the ways in which a civilian population compromises its own security in maintaining a permanent military establishment, explores the moral and social costs of militarization, and evaluates whether or not these costs are worth bearing.
