From these discussions, the concept for the Frequency Agile Solar Radiotelescope (FASR) was born. Most of the chapters of this book are based oninvitedtalksattheFASRScienceWorkshop,heldinGreenbank,WVinMay 2002, and a special session on Solar and Space Weather Radiophysics held at the 200th American Astronomical Society meeting held in Albuquerque, NM in June 2002. Although many of the chapters deal with topics of interest in planning for FASR, other topics in Solar and Space Weather Radiophysics, such as solar radar and interplanetary scintillation, are covered to round out the discipline. The authors have been asked to write with a tutorial approach, to make the book useful to graduate students and scientists new to radio physics. This book is more than a compilation of FASR science topics. The FASR instrument concept is so revolutionary—by extending capability by an order of magnitude in several dimensions at once (frequency coverage, spatial reso- tion,dynamicrange,timeresolution,polarizationprecision)—thatitchallenges scientiststothinkinnewways. Theauthorsofthefollowingchaptershavebeen taskednotonlywithreviewingthecurrentstateofthe?eld,butalsowithlooking to the future and imagining what is possible. Radio emission is extremely complex because it is generated so readily, and every imaginable plasma parameter affects it. This is both its great strength and its weakness.

On a regional scale, the climate has varied and does presently vary on many different time scales, leading to a continuously changing pattern of temperatures, humidity, precipitation, with important effects on the whole terrestrial biosphere. Physicist are interested in understanding the mechanism at work by gathering data and properly analysing them, by building theoretical models and, if possible, making predictions on the future evolution of the system. Along these lines, an important question is to understand the role of the solar forcing, in order to unravel the internal mechanisms of variability of the Earth's climate from the variable forcing of the Sun. On the other hand, one can learn about the past solar variability by reading into the terrestrial archives that provide us with proxy data on the history of both the Sun and the climate. Thus, realizing that the Sun and the Earth form a closely coupled system, where the variable properties of the former may affect in many subtle ways the behaviour of the latter, is an important step toward the understanding of both.This book is explicitly devoted to these issues. First, it is important to obtain reliable data from terrestrial archives, and to properly date the records that have been measured. The first part of the book is devoted to these crucial aspects, dealing with various types of proxy data and with the difficult issue of the dating of the records. Once obtained, the data has to be interpreted. This process nowadays relies upon a plethora of data analysis methods that explicitly take into account the nonlinear nature of the system and try to elucidate the dynamics and the main processes active in the measured system. The second part of the book is devoted to the issue of data analysis and prediction. Finally, once the data has been interpreted and analyzed, theoretical models have to be built describing the dynamics of the system considered. Due to the extreme complexity of the Sun/Earth system (as well as of its components, the Sun itself and the Earth's climate), drastic simplifications in the modelling efforts have to be accepted and one has to bear in mind that the models probably are nothing more than a pale image of the real dynamics. The third part of the book is devoted to the theoretical and numerical modelling of the solar and climatic variability, and of their complex interactions. This volume gives an up-to-date view of the present state of this field.

There is much to be learned from solar surface magnetism in physics and astrophysics; currently, there are rapid developments in this exciting field. The workshop of which this volume contains the proceedings aimed at a synthesis between observers and theorists, both with regard to the discrete elements that are the building blocks of solar magnetism and with regard to the larger-scale spatial and temporal patterns in which the magnetic elements emerge and disappear. The workshop was held during November 1-5, 1993 in Soesterberg, The Netherlands. The fifty participants took a very active part in making the workshop quite a lively one. It happened on February 28 and March 7, 1942 when the fIrst "cosmic ray bursts" were recorded on the Earth, and the Sun was unambiguously identifIed for the fIrst time as the source of high-velocity 10 particles with energies up to > 10 eV. Just due to such a high energy these relativistic particles have been called "solar cosmic rays" (SCR), in distinction from the "true" cosmic rays of galactic origin. Between 1942 and the beginning ofthe space era in 1957 only extremely high energy solar particle events could be occasionally recorded by cosmic ray ground-Ievel detectors and balloon borne sensors. Since then the detection techniques varied considerably and the study of SCR turned into essential part of solar and solar-terrestrial physics.

It shows that the solar wind energy pumping power, can be described by the PC growth rate, thus, the magnetospheric substorms features are predetermined by the PC dynamics. Furthermore, it goes on to show that the beginning and ending of magnetic storms is predictable. The magnetic storm start only if the solar energy input into the magnetosphere exceeds a certain level and stops when the energy input turns out to be below this level.

CIRs have a very large three-dimensional ex tent and are the dominant large-scale structure in the heliosphere on the declining and minimum phase of the solar activity cycle. Until recently, however, CIRs could only be observed close to the ecliptic plane, and their three-dimensional structure was therefore not obvious to observers and theoreticians alike. Ulysses was the first spacecraft allowing direct exploration of the third dimen sion of the heliosphere. Since 1992, when it has entered a polar orbit that takes it 0 up to 80 latitude, the spacecraft's performance has been flawless and the mission has provided excellent data from a superbly matched set of instruments. Perhaps the most exciting observation during Ulysses' first passage towards the south pole of the Sun was a strong and long lasting CIR whose energetic particle effects were observed up to unexpectedly high latitudes. These observations, documented in a number of publications, stimulated considerable new theoretical work.
