Book excerpt: Excerpt from Sociology Applied to Practical Politics In my first volume, Civilization and Progress, I endeavoured to lay down the First Principles of Sociology with their laws and dependencies, in so far, that is to say, as these could be extracted from a general survey of the evolution of Societies and Nations as a whole. In the third volume of my History of Intellectual Development I went a step farther, and endeavoured to exhibit the practical use to which such First Principles might be put, if they were applied to the Politics of different nations, over periods of time sufficiently long to allow temporary disturbances calculated to deflect them from their normal course of evolution to work themselves out. For this purpose, I selected as object-lessons for my forecast the Political and Social Evolution of England, France, and America, respectively, for the Twentieth Century, as foreshadowed from their evolution in the Past; my idea being to see to what extent Sociology could supply Politics with an instrument, or set of principles, which, like a ship's compass and chart, would enable practical Statesmen to embark with more confidence and on longer voyages over the open political sea of the Future, than would be possible at present, where from the absence of such compass and chart they are obliged, like ancient mariners, to hug the shore, and living from hand to mouth, to wait patiently on Providence for wind and tide. Now, should Sociology be able to furnish us with such general guidance, it would at least help to keep the evolution of nations up to the highest possibilities marked out for them by their special natural powers and advantages; as well as keep that evolution in as straight a path as possible, and so avoid those to-and-fro tackings and zig-zags of political reaction, which obscure a nation's political bearings, confuse its judgments, and waste its force. If it is to appeal to practical men and civic workers, it is important that the methods advocated for the systematic study of cities, and as underlying fruitful action, be not merely the product of the study, but rather be those which may be acquired in course of local observation and practical effort. My problem is thus to outline such general ideas as may naturally crystallise from the experience of any moderately-travelled observer of varied interests; so that his observation of city after city, now panoramic and impressionist, again detailed, should gradually develop towards an orderly Regional Survey. This point of view has next to be correlated with the corresponding practical experience, that which may be acquired through some varied experiences of citizenship, and thence rise toward a larger and more orderly conception of civic action-as Regional Service. In a word, then, Applied Sociology in general, or Civics, as one of its main departments, may be defined as the application of Social Survey to Social Service. In this complex field of study as in simpler preliminary ones, our everyday experiences and commonsense interpretations gradually become more systematic, that is, begin to assume a scientific character; while our activities, in becoming more orderly and comprehensive, similarly approximate towards art. Thus there is emerging more and more clearly for sociological studies in general, for their concrete fields of application in city after city, the conception of a scientific centre of observation and record on the one hand, and of a corresponding centre of experimental endeavour on the other-in short of Sociological Observatory and Sociological Laboratory, and of these as increasingly co-ordinated. Indeed, is not such association of observations and experiments, are not such institutions actually incipient here and elsewhere? I need not multiply instances of the correlation of science and art, as of chemistry with agriculture, or biology with medicine. Yet, on the strictly sociological plane and in civic application they are as yet less generally evident, though such obvious connections as that of vital statistics with hygienic administration, that of commercial statistics with politics, are becoming recognised by all. In the paper with which this Society's work lately opened, the intimate connection between a scientific demography and a practical eugenics has been clearly set forth. But this study of the community in the aggregate finds its natural parallel and complement in the study of the community as an integrate, with material and immaterial structures and functions, which we call the City. Correspondingly, the improvement of the individuals of the community, which is the aim of eugenics, involves a corresponding civic progress. We are delighted to publish this classic book as part of our extensive Classic Library collection. Many dogmatic opinions are held on the subject of African political organization and are even made use of in administrative practice; but no one has yet examined this aspect of African society on a broad, comparative basis. This book will, we hope, prove the need for and indicate some of the possibilities of such an investigation. Many of the problems it brings into the foreground can only be solved by further research; but the opportunity for such research is rapidly passing and if it is not grasped now may be lost for ever. We regard this book as the first stage of a wider inquiry into the nature and development of African political systems. In addition to further research into native political systems, such an inquiry would include the study of the development of these systems under the influence of European rule. This problem is not only sociologically important, it is of pressing importance to the peoples of Africa and to those who are responsible for governing them. We hope this book will be of interest and of use to those who have the task of administering African peoples. The anthropologist's duty is to present the facts and theory of native social organization as he sees them.
