Whether in terms of sociological structures or psychological nuances, Communism, Conformity, and Civil Liberties, originally published in 1955, is a recognized landmark. Stouffer helped strengthen the fundamental liberties of all Americans by showing dangerous consequences of efforts to thwart a perceived Communist conspiracy, including some of the very real liberties that can be destroyed in the process of a witch-hunt. Stouffer explores attitudes of Americans against a backdrop of a history of intolerance that dates back to the Know-Nothing party before the Civil War and extending through the Ku Klux Klan after World War I. The overall results show a markedly strong relationship between perception of high national risk and personal intolerance of differences, and also the perception of threat and tolerance that operates as a predisposing tendency that affects judgments about specific political movements and events. Stouffer enriches the sense and meaning of survey research by emphasizing patterns of percentages rather than actual amounts; survey craftsmanship; the use of paired sampling techniques to reduce problems of chance; the importance of completion rates in survey research work; the importance of interruptions during a questioning period; the choice of field workers in performing the surveys. The actual survey instruments are included as prepared by the National Opinion Research Center and the Gallup Organization. They remain a model for large-scale samples of this kind. The beautiful, highly personal, introduction by James Davis places Stouffer in an appropriate academic and professional context. Stouffer was a great sociologist with two landmark efforts to his credit: The American Soldier and then Communism, Conformity and Civil Liberties. As this writer tried to explain in his previous work, Soviet Law and Soviet Society, the Communist regime is founded to a large degree on the economic dependence of all citizens on the State, as an universal monopolist and a single employer. It is impossible to support such a regime by means of coercion only. Communism tries therefore to impress people with its achievements and to suggest great expectations. It declares itself infallible and invincible. The decay of Communism starts when its achievements cease to satisfy people, when its promises do not raise enthusiasm, and its infallibility becomes exposed; when people begin to understand that the Communist philosophy is based on illusions and its regime is vicious and despotic. When this occurs then coercion proves to be more and more inefficient, and it becomes more and more difficult to secure the people's support. The government begins to feel that the roles are changed and that it is the govern ment which depends on the people rather than the people on the government.

Delving into the economic change that accompanied these shifts in central and Eastern Europe, Nina Bandelj presents a pioneering sociological treatment of the process of foreign direct investment (FDI). She demonstrates how both investors and hosts rely on social networks, institutions, politics, and cultural understandings to make decisions about investment, employing practical rather than rational economic strategies to deal with the true uncertainty that plagues the postsocialist environment. The book explores how eleven postsocialist countries address the very idea of FDI as an integral part of their market transition. The inflows of foreign capital after the collapse of Communism resulted not from the withdrawal of states from the economy, as is commonly expected, but rather from the active involvement of postsocialist states in institutionalizing and legitimizing FDI. Using a wide array of data sources, and combining a macro-level account of national variation in the liberalization to foreign capital with a micro-level account of FDI transactions in the decade following the collapse of Communism in 1989, the book reveals how social forces not only constrain economic transformations but also make them possible.
