Book excerpt: This study is the second part of a report on the conditions of Afghan refugees in Pakistan after the emergency relief phase. Its goal is to find answers to four questions concerning the refugee situation in the two sample frontier villages of Barawal and Orakzai: a) where do refugees obtain their food and income; b) what social and economic links do they have with the community; c) does the provision of free food and relief deter refugees from engaging in productive economic activities; and d) what are the best ways of identifying and assisting vulnerable groups? The report is divided into seven sections: Introduction; The Refugee Intake and Food Distribution Experience; The Refugee Communities; Refugee Interaction with Local People; Summary Findings; Conclusions; and Photographic Documentation. The following recommendations conclude the report: 1) refugee-initiated income-generating projects which are appropriate to Pakistan's development policies should receive international and local support; 2) newly-arrived refugees should be given a hundred per cent relief while aid to those settled for more than two years should be phased out by gradual monthly reductions; 3) careful monitoring of the phasing out process must ensure that, at each step, refugee income is adequate; and 4) refugees should be well-informed about reasons for, and the modalities of, the phasing out with a trial period at the outset.

Book excerpt: Pakistan's Afghan Policy after the Russia's intervention in 1979 left indefinable impact on Pakistan's society at large. But Peshawar was the worst- hit city during Afghan resistance against Russia even after that, during Taliban insurgence. Pakistan's Afghan refugee policy brought drastic changes in society, culture and economy of the city of Peshawar. Peshawar was the front line city to Afghan borders which absorbed the major influx of refugees from Afghanistan. After thirty years since the Afghan refugees settled in the city, the demography of Peshawar has been profoundly altered. This study focuses the socio-economic impact of Afghan refugees in the city of Peshawar. The study is based on primary and secondary data. Primary data are generated through community dialogue and through questionnaire. For this study, Peshawar city is divided according to demographic concentration of both communities, that is, Afghan refugees and local residents. The study reveals a stiff competition between the two communities and the culture of the city had experienced a sea-change. Family values, pattern of social interaction, gender behavior and demography had profoundly affected by the arrival of refugees. The study finally concludes that after three decades, two communities are at entanglement rather than at compromise.

Book excerpt: This report describes the results of a questionnaire-based survey carried out by male Afghan interviewers on 1241 households in refugee villages in NWFP during 1991. Background information is given on the geographic/ethnic origin of the refugees, on the year they left Afghanistan and on their previous occupations. The results confirmed that these refugees are almost all farmers. This is of crucial importance to their survival strategies in a situation where they cannot buy land and this is one reason for their concentration on unskilled labour. The survey found that although 95 per cent of the refugees intended ultimately to return home, only three per cent had plans to use the encashment scheme. The major difficulties refugees expected with repatriation were the cost of transport, the danger of mines, and the need to restore agricultural production and housing. The demography of the refugee population is described, with tables of the distribution of household size, mean household size with respect to camp, status of household head (able-bodied female, able-bodied male, etc.) and presence of able-bodied males in households. The educational status of the refugee population is examined and refugee-Pakistani relations explored. An investigation is made into registration and the actual receipt of rations. Tables of median household expenditure on foodstuffs and non-food items are included, although the author expresses doubts about their accuracy. Living conditions are expressed in terms of the distribution of rooms (or tents) per households, as well as statistics on the proportion of households living in brick houses, mud houses, and tents. The percentage of households reporting assets such as sewing machines, bicycles, etc. is given as well as the livestock holdings of the refugee population. The author provides an occupational profile for men over 16 years of age, concluding that the camp-resident Afghan population is overwhelmingly dependent on unskilled manual labour. This is mainly casual labour and the distribution of days of work per month for different age groups indicates underemployment. The question of labour migration is treated. Income is described in terms of wage rates and individual incomes, household income and per capita income. The report concludes with an appendix on the methodology of the survey and possible sources of inaccuracy.

More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices.
