It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.

The book focuses primarily on India, a fast developing economy, whose natural resource base comprising land and water supporting agricultural production is not only under enormous stress, but also complex and not amenable to a uniform strategy. It critically reviews issues which continue to dominate the debate on water management for agricultural and food production. The book examines the validity of the claim that large water resources projects cause serious social and environmental damages using global and national datasets. The authors examine claims that the future of Indian agriculture is in rain-fed farming supported by small water harvesting. They question whether water-abundant eastern India could become the granary of India, through a groundwater revolution with the right policy inputs. In the process, they look at the less researched aspect of the food security challenge, which is land scarcity in eastern India. The book analyzes the physical, economic and social impacts of large-scale adoption of micro irrigation systems, using a farming system approach for north Gujarat. Through an economic valuation of the multiple use benefits from tank systems in western Orissa, it shows how value of water from large public irrigation systems could be enhanced. The book also looks at the reasons for the limited success in bringing about the much needed institutional reforms in canal irrigation for securing higher productivity and equity using case studies of Gujarat, Madhya Pradesh and Maharashtra. Finally it addresses how other countries in the developing world, particularly Sub-Saharan Africa could learn from Indian experience.

It is hoped that the review will have particular application to developing countries where agreed methods for reconciling competing uses are often absent, but nevertheless takes account of valuation approaches that have been made in post industrial economies.

The program offers explicit technical and investment solutions, socioeconomic and legal instruments and recommendations for institutional restructuring. The introductory chapter describes the water situation in Greece and assesses the potential of timely implementation of the EU WFD. Special emphasis is given to the cost-recovery principle. Chapter 2 introduces the case study area highlighting the particular pressures and impacts as well as the environmental functions and values of Asopos River and Oropos Lagoon. Chapters 3 and 4 focus on the economic characterisation of Asopos River Basin in order to identify the economic sectors and social groups that will bear the cost and benefits of the implementation of the EU WFD. In particular, Chapter 3 presents the main water uses and pricing for water supply in the industrial and the agricultural sectors. Chapter 4 completes the baseline appraisal, presenting the details of water use by the residential and touristic sectors. Book excerpt: We evaluate the structural consequences of water availability scenarios in the Mediterranean, following a multidisciplinary approach and a sequential modelling methodology. This includes an assessment of future water availability and a general equilibrium macroeconomic analysis of changes in agricultural productivity. Lower productivity in agriculture, induced by reduced water availability, generates negative consequences in terms of real income and welfare. The magnitude of the loss depends on the amount of the productivity shock, but also on the share of agricultural activities in the economy and on the stringency of the environmental regulation. We find evidence of a dramatic cut in the supply of water for agriculture in the Middle East. We consider alternative scenarios, differing in terms of stringency of environmental regulation and assumptions about water efficiency. The largest welfare losses turn out to be in Morocco and Tunisia, in the “worst” scenario NM. Other very relevant impacts can be observed in Turkey, Italy and Rest of Middle East and North Africa (XMENA). There are also clear differences among the scenarios. First, applying a constraint on access to environmental water reserves only for Europe does make a big difference for non-European countries (Morocco, Tunisia and XMENA), implying that governments in the Middle-East could respond to increasing water scarcity by accepting, to some extent, lower environmental quality (deterioration of aquatic environments). Second, improvements in water efficiency, as envisaged in the simulation exercise, appear to curb the economic impact of water scarcity quite significantly. This is especially true for countries in the North, whereas efficiency does not compensate for a strict environmental policy in the South.
