Book excerpt: One of the most basic problems of the present century in the Third World Countries is rural poverty. The rural labour households form the hard core of rural poor and the most of the socially backward classes, such as, scheduled castes and scheduled tribes fall in this category. Most of the population is depending upon agriculture that is contributing about one-fourth of the National Income in the country. The most important feature of them are that they have very little or low productive assets and the major part of their income is derived from casual or irregular employment available in villages in Andhra pradesh.The dimensions of poverty among the rural labour households are reflected by the extent of indebtedness among the households and low consumption levels. The basis of findings of the study, it would be useful to make some suggestions that would help to improve the socio-economic conditions of agricultural labourers. The improvement in the socio-economic conditions of the agricultural labour, the large segment of work force would promote economic welfare in general and ultimate lead the Indian economy on the path of growth with stability.

Book excerpt: One of the most distinguishing features of the rural economy of India has been the growth in the number of agricultural workers, cultivators and agricultural labourers engaged in crop production. The phenomena of underemployment, under-development and surplus population are simultaneously manifested in the daily lives and living of the agricultural labourers. They usually get low wages, conditions of work put an excessive burden on them, and the employment which they get is extremely irregular. Agricultural workers constitute the most neglected class in Indian rural structure. Their income is low and employment irregular. Since, they possess no skill or training, they have no alternative employment opportunities either. Socially, a large number of agricultural workers belong to scheduled castes and scheduled tribes. Therefore, they are a uppressed class. They are not organized and they cannot fight for their rights. Because of all these reasons their economic lot has failed to improve. Therefore this book is tried to trace out the lot of problems related to agricultural labourers in the rural community.

Book excerpt: The present study is an attempt to investigate the socio-economic status of agricultural landless labourers in Indore district of Madhya Pradesh during 2007-08. Study was undertaken to analyze the income, consumption and saving pattern of Agricultural landless labour. Results indicated that a major portion of crop production labourers were employed on other farm in third size group (101, 69 male and female). Other then crop production labour employed in livestock and dairy production (52, 39 male and female), agricultural labourers employed in sale of livestock (46, 15 male and female) and labourers engaged in non-agricultural farm activities (11, 4 male and female). It was estimated that gross consumption on different items in different size groups were Rs.38910, Rs.218640 and Rs.646542 for first, second and third size group respectively. It was found that 93.33% labourers faced the problems of seasonal work, 88.33% unequal wage of male and female, 83.33% face delayed payment of wage, 76.67%, irregular of low quality employment, 68.33% lack of safety health regulation, 56.67% lack of low quality employment, 53.33% lack of employment opportunity, 41.67% lack of choice for work.

Book excerpt: In Andhra Pradesh as on 1999-2000 rural households account for 12,719 thousand of which 49 per cent are rural labour households and 42.5 per cent are agricultural labour households. The agricultural labour accounts for 86.7 per cent of rural labour households in Andhra Pradesh. Among rural households in Andhra Pradesh, the social compositions of rural labour households are: BCs 43 per cent, SCs 35 per cent and STs 7.3 per cent.The reaming 13.9 per cent of rural labour households belongs to other forward communities i.e. OCs. According to this study, poverty in India is rural in nature since rural poverty accounted for 80 per cent of total poverty and the urban poverty is nothing but over flow of rural poverty. It means migration of rural poor to urban areas is the main cause for urban poverty. Similarly this study explained the fact that incidence of poverty among agricultural labour is highest at 57 per cent who accounts to 80 per cent of rural labour force. Further, the study brought fourth the fact that the number of poor in India has increased from 177 million in 1960-61 to 216 million in 1967-68 inspite of India's planned efforts to promote living conditions of our population.

Agriculture cannot be carried on without the help of hired labour as certain operations, such as, hoeing and harvesting are highly labour-intensive and they need to be completed within a short span of time. Any delay particularly in harvesting can cause a great deal of damage. The demand for labour remained virtually unchanged. Many large farmers, particularly those with small families depend on hired labour to carry on agricultural operations. But the nature of demand, its volume, modes and rates of compensation as well as the relationships between the employers and the employees are rapidly changing. Further, the introduction of new technology in agriculture has resulted in an increased demand for labour as it facilitates multiple cropping although it is found to be highly capital intensive.
