Book excerpt: Life in the last quarter of the twentieth century presents a baffling array of complex issues. The benefits of technology are arrayed against the risks and hazards of those same technological marvels (frequently, though not always, arising as side effects or by-products). This confrontation poses very difficult choices for individuals as well as for those charged with making public policy. Some of the most challenging of these issues result because of the ability of technological innovation and deployment to outpace the capacity of institutions to assess and evaluate implications. In many areas, the rate of technological advance has now far outstripped the capabilities of institutional monitoring and control. While there are many instances in which technological advance occurs without adverse consequences (and in fact, yields tremendous benefits), frequently the advent of a major innovation brings a wide array of unforeseen and (to some) undesirable effects. This problem is exacerbated as the interval between the initial development of a technology and its deployment is shortened, since the opportunity for cautious appraisal is decreased.

In attempting to meet these responsibilities, legislative, judicial, regulatory, and private sector institutions have had to deal with the extraordinarily complex problems of assessing and balancing risks, costs, and benefits. The need to help society cope with technological risks has given rise to a new intellectual endeavor: the social and behavioral study of issues in risk evaluation and risk management. The scope and complexity of these analyses require a high degree of cooperative effort on the part of specialists from many fields. Analyzing social and behavioral issues requires the efforts of political scientists, sociologists, decision analysts, management scientists, econ omists, psychologists, philosophers, and policy analysts, among others.

It is a member of the Special Commission on Prevention of the International Social Security Association (ISSA). The Special Commission is a body within ISSA that focuses on work-related risks. It has 11 inter- tional Sections as members. ISSA was founded in 1927 with its headquarters in Geneva. It is working worldwide in over 150 countries with nearly 370 member institutions from all ?elds of social security. TheSection on Machine and System Safety, when it was founded, had its focus on machine safety, particularly on the ma- facturing of safe machinery, on assisting developing countries to be able to buy safe used machinery, and on delivering clear operating instructions. Our members and partners are: • institutions for safety and health at work; • insurance companies dealing with work-related risks; • research institutions; and • various enterprises, e.g. manufacturers, importers and users of machines and systems/installations. We thus bring together the experiences of our members and partners. The role of the operators soon grew in importance, and their capability for ha- ling machinery became an important factor for the safety and success of enterprises. The growing importance and complexity of handling different man-machine-environment situations created new challenges and led to - larging the Section’s tasks to machine and system safety.

Initi ated in 1957, these symposia have as their objective the promotion of the interchange ofknowledge among specialists from many allied disciplines in rapidly developing or changing areas ofscience or technology. Attendees characteristically represent the academic, government, and industrial institutions that are noted for their ongoing activities in the particular area of interest. The objective of this symposium was to develop a balanced view of the current status of societal risk assessment's role in the public policy process and then to establish, if possible, future directions of research. Accordingly, the symposium was structured in two dimensions; certainty versus uncertainty and the subjective versus the objective. Furthermore, people representing extremely diverse discip lines concerned with the perception, quantification, and abatement of risks were brought together to provide an environment that stimulated the exchange of ideas and experiences. The keys to this exchange were the invited papers, arranged into four symposium sessions. These papers appear in this volume in the order of their presentation. The discussions that in turn followed from the papers are also included.
