That is a proportion between the two arms of the service which is not often considered, but in the early days of the Republic, and certainly during that war, the sailors were two to one of the volunteers who served our Government in the War that gave us independence upon the sea as the Revolution had secured it upon the land. In the Indian and frontier wars the fighting men were, as a rule, volunteers. In the Mexican War, the only war in which our country has engaged of which we are not proud, for when we investigate the cause of that war we learn that we as a people were willing to quarrel and go to war with a friendly neighbor and with an unworthy motive, that of extending the slave area of this country, in that war, as in all of our other wars, it was chiefly the volunteers who fought it through, although there was a larger number of regulars engaged in that than in any of the preceding wars. In the war with Spain it was much the same. I can not but admit that as a soldier of the Civil War I looked with trepidation and concern upon the question as to how the American young man of 1898 would act as compared with the young men of 1861--65. But I am thankful to say that the same manly, courageous spirit was there; there was no laggard, no one holding back. It gave an assurance to us old fellows, so rapidly passing off the scene, that the American boys and young men of this generation possess the true American volunteer spirit. Applause. When the Civil War came on the Government was greatly embarrassed by the position of the Regular Army.
