Book excerpt: The Intergovernmental Panel on Climate change (IPCC) was jointly established by the World Meteorological Organization (WMO) and the United Nations Envir- ment Programme (UNEP) to assess the scientific, technical and socio-economic information relevant for the understanding of the risk of human-induced climate change. Since its inception the IPCC has produced a series of comprehensive - sessment Reports, Special Reports and Technical Papers on the state of the und- standing of causes of climate change, its potential impacts, and options for response strategies. In 1998, Working Group III (WG III) of the ongoing Third Assessment was charged by the IPCC Plenary to assess the scientific, technical, environmental, economic and social aspects of the mitigation of climate change and a series of cross-cutting issues such as equity, development and sustainability. Its mandate was changed from a predominantly disciplinary assessment of the economic and social dimensions of climate change in the Second Assessment Report to an interdisciplinary assessment of the options to control the emissions of greenhouse gases and/or enhance their sinks. One key issue of the IPCC Third Assessment Report (TAR) on mitigation of climate change, which has undergone an extensive review by scientists and governments, is the role of present and future behaviour of individuals, households, private and p- lic companies, public authorities and other stakeholders.

So far the discipline that has represented and modelled such human behaviour is economics. By contrast Climate Change and Society tries to place the ‘social’ at the heart of both the analysis of climates and of the assessment of alternative futures. It demonstrates the importance of social practices organised into systems. In the fateful twentieth century various interlocking high carbon systems were established. This sedimented high carbon social practices, engendering huge population growth, increasing greenhouse gas emissions and the potentially declining availability of oil that made this world go round. Especially important in stabilising this pattern was the ‘carbon military-industrial complex’ around the world. The book goes on to examine how in this new century it is systems that have to change, to move from growing high carbon systems to those that are low carbon. Many suggestions are made as to how to innovate such low carbon systems. It is shown that such a transition has to happen fast so as to create positive feedbacks of each low carbon system upon each other. Various scenarios are elaborated of differing futures for the middle of this century, futures that all contain significant costs for the scale, extent and richness of social life. Climate Change and Society thus attempts to replace economics with sociology as the dominant discipline in climate change analysis. Sociology has spent much time examining the nature of modern societies, of modernity, but mostly failed to analyse the carbon resource base of such societies. This book seeks to remedy that failing. It should appeal to teachers and students in sociology, economics, environmental studies, geography, planning, politics and science studies, as well as to the public concerned with the long term future of carbon and society.

These civil society networks display the potential to implement social innovation and change processes from the ‘bottom up’. Recent scholarship has sought to theorise grassroots community-based low carbon practices in terms of their sustainability transition potential. However there are few empirical examples that demonstrate the factors for success of community-based social innovations in achieving more widespread adoption outside of their local, sustainability ‘niche’. The book seeks to address two significant gaps related to grassroots climate action: firstly the continuing dominance of the individualisation of responsibility for climate change action which presupposes that individuals hold both the ability and desire to shift their behaviours and lifestyle choices to align with a low carbon future. Secondly, the potential for community-based collectives to influence mainstream climate change governance, an area significantly under researched. Drawing on empirical research into Australian Climate Action Groups (CAGs) and related international research, the book argues that grassroots community-based collective action on climate change holds the key to broader social change.
