Although Italy's pre-revolutionary rulers were restored in 1825 after the defeat of Napoleon, this restoration was vigorously opposed by a number of liberal nationalist opposition groups. In 1860, following a war between, on the one hand, France and the Northern state of Piedmont and, on the other, the Austrian Empire, the Restoration states collapsed and Italy was unified under Piedmontese leadership. National unification was seen as the culminating event of Italy's `resurgence' in the 19th century. In the last two decades, many of the assumptions of Risorgimento historiography have been challenged. The Italian Risorgimentois the first book on the subject to take a thematic rather than narrative approach and place the Italian experience in a broader European context.

Roberto Romani identifies the sensibilities associated with each of the two main political programmes, Mazzini’s republicanism and moderatism, which in fact were comprehensive projects for a political, moral, and religious resurgence. The moderates’ espousal of reason entailed an ideal personality expressed by private virtue, self-possession, and a public morality informed by Catholicism, while Mazzini’s advocacy of passions led to ‘enthusiasm’ and a total commitment to the cause. Romani demonstrates that the patriots’ moral quest rested on a thick cultural bedrock, dating back to Stoicism and the Catholic Aufklärung, and passing through Rousseau and the Revolution.

Book excerpt: In January 1948, Alessandro Levi, a distinguished scholar in the fields of law, philosophy and political theory, published an article entitled "The 'return' of Carlo Cattaneo. " 1 Levi, himself the author of an im portant work on Cattaneo, 2 reported on several initiatives which had been taken by Italian scholars since 1945 to rescue the Lombard writer and politician from relative obscurity. With some financial assistance from the City of Milan, a committee of Italian and Swiss scholars had been formed in the spring of 1946 to publish Cattaneo's works, which until then had only appeared in fragmentary and uncritical 3 editions. LeMonnier of Florence had agreed to publish the new edi tion. Meanwhile, the Lombard historian Rinaldo Caddeo was preparing with considerable pains an edition of several volumes of Cattaneo's correspondence. In addition, a catalog of materials pertaining to Cat taneo and found among the Crispi papers was being prepared at the State Archives in Palermo. A brief biography had appeared in 1945 and other works by historians, political scientists, and journalists were 4 in progress. These initiatives seemed long overdue, in view of the fact that Cattaneo's contemporaries had considered him a leading figure in the liberal-democratic current of the Risorgimento. As Levi acknowledged in his article, however, these efforts to rescue Cattaneo's work from obscurity were something more than a belated tribute to an important participant in the history of nineteenth century Italy.

In part this resulted in tumult and a crisis of governability; however, it also gave rise to innovation in the form of Eurocommunism and new forms of political accommodation. The great strength of Italy lay in its constitution; its great weakness lay in certain legacies of the past. Organized crime--popularly but not exclusively associated with the mafia--is one example. A self-contained and well entrenched 'caste' of political and economic elites is another. These weaknesses became apparent in the breakdown of political order in the late 1980s and early 1990s. This ushered in a combination of populist political mobilization and experimentation with electoral systems design, and the result has been more evolutionary than transformative. Italian politics today is different from what it was during the immediate post-World War II period, but it still shows many of the influences of the past.
