Book excerpt: John Atkinson Hobson (1858-1940), commonly known as John A. Hobson or J. A. Hobson, was an English economist and imperial critic, widely popular as a lecturer and writer. His publications demonstrated an exploration of the links between imperialism and international conflict. These works included War in South Africa (1900) and Psychology of Jingoism (1901). Hobson wrote for several journals before writing his next major work, The Industrial System (1909). In this tract he argued that maldistribution of income led, through oversaving and underconsumption, to unemployment. In 1919 he joined the Independent Labour Party. This was shortly followed by writings for socialist publications such as the New Leader, the Socialist Review and the New Statesman. During this period it became clear that Hobson favoured capitalist reformation over communist revolution. His other works include: Problems of Poverty (1891), Evolution of Modern Capitalism (1894), Problem of the Unemployed (1896) and John Ruskin: Social Reformer (1898).

Although much remains to be done in order to establish on a scientific basis the study of "the condition of the people," it is possible that the brief setting forth of carefully ascertained facts and figures in this little book may be of some service in furnishing a stimulus to the fuller systematic study of the important social questions with which it deals. The treatment is designed to be adapted to the focus of the citizen-student who brings to his task not merely the intellectual interest of the collector of knowledge, but the moral interest which belongs to one who is a part of all he sees, and a sharer in the social responsibility for the present and the future of industrial society. For the statements of fact contained in these chapters I am largely indebted to the valuable studies presented in the first volume of Mr. Charles Booth's Labour and Life of the People, a work which, when completed, will place the study of problems of poverty upon a solid scientific basis which has hitherto been wanting.
