Book excerpt: This collectively written monograph is the first work to provide a broad history of the relationship between Eastern Europe and the decolonising world. It ranges from the late nineteenth to the late twentieth century, but at its core is the dynamic of the post-1945 period, when socialism's importance as a globalising force accelerated and drew together what contemporaries called the 'Second' and 'Third Worlds'. At the centre of this history is the encounter between the Soviet Union and Eastern Europe on one hand, and a wider world casting off European empires or struggling against western imperialism on the other. The origins of these connections are traced back to new forms of internationalism enabled by the Russian Revolution; the interplay between the first 'decolonisation' of the twentieth century in Eastern Europe and rising anti-colonial movements; and the global rise of fascism, which created new connections between East and South. The heart of the book, however, lies in the Cold War, when these contacts and relationships dramatically intensified. A common embrace of socialist modernisation and anti-imperial culture opened up possibilities for a new and meaningful exchange between the peripheries of Eastern Europe, Latin America, Africa and Asia. Such linkages are examined across many different fields - from health to archaeology, economic development to the arts - and through many people - from students to experts to labour migrants -who all helped to shape a different form and meaning of globalisation.

This book explores the ways in which young people growing up in post-socialist Eastern Europe and the former Soviet Union negotiate a range of identities and transitions in their personal lives against a backdrop of thoroughgoing transformation in their societies. Drawing upon original empirical research in a range of countries, the book's contributors explore the various freedoms and insecurities that have accompanied neo-liberal transformation in post-socialist countries - in spheres as diverse as consumption, migration, political participation, volunteering, employment and family formation - and examine the ways in which they have begun to re-shape different aspects of young people's lives. In addition, while 'social change' is a central theme of the issue, all of the chapters in the collection indicate that the new opportunities and risks faced by young people continue both to underpin and to be shaped by familiar social and spatial divisions, not only within and between the countries addressed, but also between 'East' and 'West'. But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. The book will also be useful for researchers and others interested in the development of inclusion policies and EU integration issues. Book excerpt: The fall of socialism in Central and Eastern Europe restored ordinary citizens' rights and freedoms and ended their political and social isolation. While the freedom of movement was quickly embraced, civil society revival lagged due to the eroded civic norms, declining social capital, and worsening economic conditions. In this paper, we examine the link between the out-migration of relatives and friends and the pro-social behavior of the left behinds in two post-socialist countries -- Bulgaria and Romania -- the EU's poorest, unhappiest, and among the most corrupt members. We show that having close contacts abroad is consistently positively associated with civic engagement and that the cultural transmission of norms from abroad could be driving the results. Specifically, the strength of the civic engagement culture of the family or friend's destination matters for the pro-social behavior of respondents in the home countries. Our results imply that the emigration of family and friends may have positive but previously undocumented consequences for the individuals and communities left behind in Bulgaria and Romania. Given civil society's role for development in post-socialist Europe and the socio-economic and institutional challenges that Bulgaria and Romania face compared with the rest of the EU, understanding the channels fostering civil society and well-being are important for national and EU policymakers.

After falling out with the Eastern bloc, Tito turned to the United States for support and inspiration. In the political sphere the distance between the two countries was carefully maintained, yet in the realms of culture and consumption the Yugoslav regime was definitely much more receptive to the American model. For Titoist Yugoslavia this tactic turned out to be beneficial, stabilising the regime internally and providing an image of openness in foreign policy. Coca-Cola Socialism addresses the link between cultural diplomacy, culture, consumer society and politics. Its main argument is that both culture and everyday life modelled on the American way were a major source of legitimacy for the Yugoslav Communist Party, and a powerful weapon for both USA and Yugoslavia in the Cold War battle for hearts and minds. Radina Vučetić explores how the Party used American culture in order to promote its own values and what life in this socialist and capitalist hybrid system looked like for ordinary people who lived in a country with communist ideology in a capitalist wrapping. Her book offers a careful reevaluation of the limits of appropriating the American dream and questions both an uncritical celebration of Yugoslavia’s openness and an exaggerated depiction of its authoritarianism.

The collapse of communism in Eastern Europe and the Soviet Union discredited the idea of socialism for generations to come. This triumphal dominance was barely challenged until the 2008 financial crisis threw the Western world into a state of turmoil. Through analysis of post-socialist Russia and Central and Eastern Europe, as well as of the United Kingdom, China and the United States, Socialism, Capitalism and Alternatives confronts the difficulty we face in articulating alternatives to capitalism, socialism and threatening populist regimes. Beginning with accounts of the impact of capitalism on countries left behind by the planned economies, the volume moves on to consider how China has become a beacon of dynamic economic growth, aggressively expanding its global influence. The final section of the volume poses alternatives to the ideological dominance of neoliberalism in the West. Since the 2008 financial crisis, demands for social change have erupted across the world. Exposing the failure of neoliberalism in the United Kingdom and examining recent social movements in Europe and the United States, the closing chapters identify how elements of past ideas are re-emerging, among them Keynesianism and radical socialism. As those chapters indicate, these ideas might well have potential to mobilise support and challenge the dominance of neoliberalism.
