Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States examines commercial sexual exploitation and sex trafficking of U.S. citizens and lawful permanent residents of the United States under age 18. According to this report, efforts to prevent, identify, and respond to these crimes require better collaborative approaches that build upon the capabilities of people and entities from a range of sectors. Book excerpt: The publication by the ILO of new estimates on forced labour in 2012 created a sense of urgency for addressing implementation gaps relating to the ILO's Forced Labour Conventions, leading to the adoption of supplementary standards by the 103rd International Labour Conference in June 2014. The power of normative pressure against those who still use or condone the use of forced labour is essential, and national legislation needs to be strengthened to combat forced labour and penalties against those who profit from it need to be strictly enforced. However, a better understanding of the socio-economic root causes and a new assessment of the profits of forced labour are equally important to bringing about long-term change. This report highlights how forced labour - which in the private economy generates US$150 billion in illegal profits per year, about three times more than previously estimated - thrives in the incubator of poverty and vulnerability, low levels of education and literacy, migration and other factors. The evidence presented illustrates the need for stronger measures of prevention and protection, as well as for enhanced law enforcement, as the basic responses to forced labour. At the same time, the report offers new knowledge of the determinants of forced labour, including a range of figures that break down profits by area of forced labour and by region. This can help us develop policies and programmes not only to stop forced labour where it exists, but to prevent it before it occurs.

Book excerpt: Taking an interdisciplinary approach and focusing on the social and psychological resources that promote resilience among forced migrants, this book presents theory and evidence about what keeps refugees healthy during resettlement. The book draws on contributions from cultural psychiatry, anthropology, ethics, nursing, psychiatric epidemiology, sociology and social work. Concern about immigrant mental health and social integration in resettlement countries has given rise to public debates that challenge scientists and policy makers to assemble facts and solutions to perceived problems. Since the 1980s, refugee mental health research has been productive but arguably overly-focused on mental disorders and problems rather than solutions. Social science perspectives are not well integrated with medical science and treatment, which is at odds with social reality and underlies inadequacy and fragmentation in policy and service delivery. Research and practice that contribute to positive refugee mental health from Canada and the U.S. show that refugee mental health promotion must take into account social and policy contexts of immigration and health care in addition to medical issues. Despite traumatic experiences, most refugees are not mentally ill in a clinical sense and those who do need medical attention often do not receive appropriate care. As recent studies show, social and cultural determinants of health may play a larger role in refugee health and adaptation outcomes than do biological factors or pre-migration experiences. This book’s goal therefore is to broaden the refugee mental health field with social and cultural perspectives on resilience and mental health.

Book excerpt: Human trafficking has many names and can take many forms - pimp control, commercial sex, exploitation, forced labor, modern slavery, child labor, and several others - and the definitions vary greatly across countries and cultures, as well as among researchers. In the United States, the Trafficking Victims Protection Act (TVPA) is the cornerstone of counter-trafficking efforts. It provides guidance for identifying and defining human trafficking, and it authorizes legislation and appropriations for subsequent counter-trafficking measures both within and outside of the federal government. First enacted in 2000, the TVPA has since been reauthorized by three administrations, and it includes a directive for the President to establish an Interagency Task Force to Monitor and Combat Trafficking. The subsequent Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2018 also includes provisions for victim services and plans to enhance collaboration efforts to fight trafficking abroad. To explore current and innovative sampling methods, technological approaches, and analytical strategies for estimating the prevalence of sex and labor trafficking in vulnerable populations, a 2-day public workshop, Approaches to Estimating the Prevalence of Human Trafficking in the United States, was held in Washington, D.C. in April 2019. The workshop brought together statisticians, survey methodologists, researchers, public health practitioners, and other experts who work closely with human trafficking data or with the survivors of trafficking. Participants addressed the current state of research on human trafficking, advancements in data collection, and gaps in the data. They discussed international practices and global trends in human trafficking prevalence estimation and considered ways in which collaborations across agencies and among the U.S. government and private-sector organizations have advanced counter-trafficking efforts. This proceedings summarizes the presentations and discussions of the workshop.

It elaborates on the programme by narrating the subjective experiences of practitioners and of a specific group of beneficiaries: young Nigerian women - some in transition towards the majority age. The book builds on qualitative research, including a long institutional ethnographic research and semi-structured interviews carried out in the period 2019-2021, before and during the Covid-19 pandemic. It takes an intersectional, social work and humanitarian governance perspective to examine the multiple dimensions of vulnerability (age, gender, geographical origin, type of exploitation) characterising trafficked and sexually exploited Nigerian women. It draws attention to the precariousness of protection trajectories, but also on the agency of these women, by building on the autonomy of migration approach, while shedding light on the temporal tensions between biographical and institutional times. Calling for greater space for women’s voices and for their involvement in the co-development of protection programmes, this book will appeal to scholars of sociology, anthropology, social work and politics, as well as to practitioners and policymakers interested in migration and trafficking.
