Book excerpt: Throughout the Middle East, Islamist charities and social welfare organizations play a major role in addressing the socioeconomic needs of Muslim societies, independently of the state. Through case studies of Islamic medical clinics in Egypt, the Islamic Center Charity Society in Jordan, and the Islah Women's Charitable Society in Yemen, Janine A. Clark examines the structure and dynamics of moderate Islamic institutions and their social and political impact. Questioning the widespread assumption that such organizations primarily serve the poorer classes, Clark argues that these organizations in fact are run by and for the middle class. Rather than the vertical recruitment or mobilization of the poor that they are often presumed to promote, Islamic social institutions play an important role in strengthening social networks that bind middle-class professionals, volunteers, and clients. Ties of solidarity that develop along these horizontal lines foster the development of new social networks and the diffusion of new ideas.

Book excerpt: Inside Inequality in the Arab Republic of Egypt: Facts and Perceptions Across People, Time, and Space comprises four papers prepared in the framework of the Egypt inequality study financed by the World Bank. The first paper, by Sherine Al-Shawarby, reviews the studies on inequality in Egypt since the 1950s with the double objective of illustrating the importance attributed to inequality through time and of presenting and compare the main published statistics on inequality. The second paper, by Branko Milanovic, turns to the global and spatial dimensions of inequality. The Egyptian society remains deeply divided across space and in terms of welfare, and this study unveils some of the hidden features of this inequality. The third paper, by Paolo Verme, studies facts and perceptions of inequality during the 2000-2009 period, which preceded the Egyptian revolution. The fourth paper, by Sahar El Tawila, May Gadallah, and Enas Ali A.El-Majeed, assesses the state of poverty and inequality among the poorest villages of Egypt. The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. Inside Inequality in the Arab Republic of Egypt provides some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. This is a particularly important and timely topic to address in light of the unfolding developments in the Arab region. The book should be of interest to any observer of the political and economic evolution of the Arab region in the past few years and to poverty and inequality specialists interested in a deeper understanding of the distribution of incomes in Egypt and other countries in the Middle East and North Africa region. Almost all governments carrying out liberalization now display an anti-poor bias, while women suffer in particular. Those in charge of female headed households comprise a very large category of socially deprived women- something like 15 to 30% of all urban Egyptian families. The way in which these women cope with poverty is examined and their sources of benefit from both state agencies and religious welfare organizations. The investigation encompasses a variety of sources including Islamic and Coptic Christian welfare programmes. An insight is given into gender relations and the direction in which they are moving while drawing on issues such as poverty and development, Middle East and Islamic studies.

Book excerpt: The massive U.S. economic aid program for Egypt initiated in 1975 resulted in a bilateral aid relationship shaped by the interaction of political and development goals. In this study of the program's origins and consequences, Professor Weinbaum describes its scope and identifies the constraints that delayed and limited program implementation. The author discusses the modest U.S. leverage designed to encourage economic reforms and argues that far-reaching reforms could only be attained through a major change in Egypt's political structure. He finds that, despite its failure to make Egypt more economically self-reliant, U.S. assistance has enabled the country to attain a level of consumption and development planning possible with no other alternative. The profit to the United States results from the regime's moderate foreign policies and compatible views on strategic threats to the region. Despite the mutual benefits of this aid program, Professor Weinbaum concludes that the United States must display greater sensitivity to Egypt's political and economic problems if the "special relationship" is to survive through the 1980s.

Book excerpt: Of the nearly 14,500 nongovernmental organizations (NGOs) now registered with Egypt's Ministry of Social Affairs, 25% are inactive, 3% are less than 3 years old, and 7% are private member associations. The Egyptian government's promotion of specific social programs and service models in the NGO sector began after the October War of 1973. Egyptian NGOs, which are primarily politically neutral, fall into five categories: community development associations; religious (Muslim and Christian) welfare associations; private member associations; nonreligious social welfare associations; and scientific and public cultural organizations. In 1992, Egypt's NGO sector had an estimated total annual revenue of $85-110 million (U.S.), with private donations and activity (user) fees accounting for two-thirds of those revenues. Key NGO services and activities include the following: day care programs, sewing classes, health services, aid to widow-headed households, skills training and productive activities, general education, and religious instruction. Most Egyptian NGO services aim to serve the middle and lower-middle classes rather than the poor. The leaders and members of Egyptian NGOs are overwhelmingly male. NGO services are concentrated in urban areas. The sector is characterized by rivalries between associations at both the community and national levels.
