However, they have very different political institutions and economic models. They have followed the general tendency in the West toward economic convergence, but both countries have managed to stay on top. They both have a strong liberal tradition, but otherwise their economic strategies are a welfare state model for Denmark and a safe haven model for Switzerland. The Danish welfare state is tax-based, while the expenditures for social welfare are insurance-based in Switzerland. The political institutions are a multiparty unicameral system in Denmark, and a permanent coalition system with many referenda and strong local government in Switzerland. Both approaches have managed to ensure smoothly working political power-sharing and economic systems that allocate resources in a fairly efficient way. To date, they have also managed to adapt the economies to changes in the external environment with a combination of stability and flexibility.

This edition contains a new introduction by Broberg and Roll-Hansen, addressing events that occurred following the original publication. The four essays in this book stand as a chilling indictment of mass sterilization practices, not only in Scandinavia but in other European countries and the United States--eugenics practices that remained largely hidden from the public view until recently. Eugenics and the Welfare State also provides an in-depth, critical examination of the history, politics, science, and economics that led to mass sterilization programs in Norway, Sweden, Denmark, and Finland; programs put in place for the "betterment of society" and based largely on the "junk science" of eugenics that was popular before the rise of Nazism in Germany. When the results of Broberg's and Roll-Hansen's book were widely publicized in August 1997, the London Observer reported, "Yesterday Margot Wallstrom, the Swedish Minister for Social Policy, issued a belated reaction to the revelations. She said: 'What went on is barbaric and a national disgrace.' She pledged to create a law ensuring that involuntary sterilisation would never again be used in Sweden, and promised compensation to victims." Ultimately, the Swedish government not only apologized to the many thousands who had been sterilized without their knowledge or against their will, but also put in place a program for the payment of reparations to these unfortunate victims.

The Nordic welfare states have changed considerably over time, and Iceland does not share this feature. Instead, the most important factor to come out of international comparisons is the importance of social trust - the ability to trust other people one does not know personally. The Nordic countries constitute the most trusting region in the world, and judging from studies of communities of immigrants from these places to the US, they have done so for a very long time. Also, the populations in three of the five countries are characterised by their very strong sense of personal freedom. These factors contribute to a fuller and richer life. This book ends by discussing to what extent these factors can be exported to other parts of the world.

The Danish government allows employers a relatively high level of freedom to dismiss workers, but also provides generous unemployment insurance. Widespread union coverage and an active system of collective bargaining help regulate working conditions in the absence of strong government regulation. Denmark's rate of low-wage work—8.5 percent—is the lowest of the five countries under analysis. In Low-Wage Work in Denmark, a team of Danish researchers combines comprehensive national registry data with detailed case studies of five industries to explore why low-end jobs are so different in Denmark. Some jobs that are low-paying in the United States, including hotel maids and meat processors, though still demanding, are much more highly compensated in Denmark. And Danes, unlike American workers, do not stay in low-wage jobs for long. Many go on to higher paying jobs, while a significant minority ends up relying temporarily on income support and benefits sustained by one of the highest tax rates in the world. Book excerpt: The book explores the ways in which social cohesion — measured as trust in unknown fellow citizens — can be established and undermined. It examines the US and UK, where social cohesion declined in the latter part of the twentieth century, and Sweden and Denmark, where social cohesion increased, and aims to put forward a social constructivist explanation for this shift. Demonstrating the importance of public perceptions about living in a meritocratic middle class society, the book argues that trust declined because the Americans and British came to believe that most other citizens belong to an untrustworthy, undeserving, and even dangerous 'bottom' of society rather than to the trustworthy middle classes. In contrast, trust increased amongst Swedes and Danes as they believed that most citizens belong to the 'middle' of society rather than to the 'bottom'. Furthermore, the Swedes and Danes came to view the (perceived) narrow 'bottom' of their society as trustworthy, deserving, and peaceful. The book argues that social cohesion is primarily a cognitive phenomenon, in contrast to previous research, which has emphasized the presence of shared moral norms, fair institutions, networks, engagement in civil society etc. The book is based on unique empirical data material, where American survey items have been replicated in the British Social Attitude survey and the Danish and Swedish ISSP surveys (exclusively for this book). It also includes a unique cross-national study of media content covering a five year period in UK, Sweden, and Denmark. It demonstrates how 'the bottom' and 'the middle' is differently constructed across countries.
