At the same time, the failure of provinces to correct health care problems acts a serious irritant in intergovernmental relations, creating a vicious cycle where deficiencies in intergovernmental fiscal relations make health care reform difficult while failures to effect health care reform increase conflict between the provinces and the federal government. This collection of essays analyses key issues in federal-provincial health care relations, particularly the fiscal component. The authors look at why there is a role for the federal government in health care and consider the critical issues in recent intergovernmental political battles over this role. The issues of whether the vertical federal-provincial fiscal imbalance is myth or reality, how much the federal government does and should contribute financially to provincial health care programs, and methods for settling disputes, such as those over user fees, are discussed. The authors also provide concrete proposals for reconstructing the federal-provincial partnership. In a globalized and complex world, federal actors are increasingly interdependent. This mutual dependence in the delivery of public services has important implications for the stability of a federal system: policy problems concerning more than one government can destabilize a federation, unless governments coordinate their policies. This book argues that intergovernmental councils enhance federal stability by incentivizing governments to coordinate, which makes them a federal safeguard. By comparing reforms of fiscal and education policy in Australia, Canada, Germany, and Switzerland, this book shows that councils’ effectiveness as one of federalism’s safeguards depends on their institutional design and the interplay with other political institutions and mechanisms. Federal stability is maintained if councils process contentious policy problems, are highly institutionalized, are not dominated by the federal government, and are embedded in a political system that facilitates intergovernmental compromising and consensus-building.

In Sleeping Dogs, Andrew McDougall reveals how a change in federalist strategy, combined with an improving political context, helped Canada stabilize its federal system and bury the "Quebec question" for the foreseeable future. The book identifies five potential reasons the Quebec sovereignty movement lost momentum and argues that all contributed to a political environment that benefited federalists. McDougall explores topics of elite accommodation, generational change, changing identity politics, economic globalization, and constitutional fatigue. He argues that Canada’s federalist political elites have capitalized on these developments to stabilize the country by dropping the national question – even when they might still hold very different visions of the Constitution. Building on "constitutional abeyance" theory, the author conceives of this strategic change as the restoration of a constitutional abeyance among federalist actors. Considering recent history in light of subsequent developments, Sleeping Dogs is a timely and important attempt to understand the evolving situation in Quebec and Canadian federalism.
