These are the questions that this book explores through a study of modern Kerala. Using archival material, discourse analysis, participant observation, and personal interviews, this book traces the transformation of public spaces through the nineteenth and twentieth centuries. The volume focuses on how "modernity" has also been a struggle for access to public spaces, and non-institutional spaces like teashops, markets, public roads, temple grounds, reading rooms, and libraries have all been crucial to how political culture was shaped, and how dominant hegemonies—caste, class, or capital—have been challenged. It suggests that the secular public sphere that emerged in the last century in Kerala was a result of the constant negotiations between conflicting ideas which were put to test in these social spaces. At a time when digital spaces are fast replacing physical ones, this book is a timely reminder of the struggles that led to the emergence of secular public spaces in Kerala. It contributes to similar studies on public space that have emerged from other parts of the world over the last decades. A major contribution to understanding modern India, this book will be of interest to scholars and researchers of social history, political science, political sociology, gender studies, linguistics, and South Asian studies.

Originally published in 1989, this book traces the role that movements of social justice played in Kerala's successful struggle to redistribute wealth and power. A 21-page introduction updates the earlier edition. This book underlines the following positive lessons that the Kerala experience offers to developing countries: Radical reforms deliver benefits to the poor even when per capita incomes remain low. Popular movements and militant progressive organizations with dedicated leaders are necessary to initiate and sustain reform. Despite their other benefits, radical reforms cannot necessarily create employment or raise per capita income. Local reformers are restricted by national politics. Public distribution of food is a highly effective policy in poor agrarian economies. Devoting significant resources to public health can bring about low infant mortality, high life expectancy, and low birth rates even when incomes are low. Widespread literacy and educational opportunities can help create a more just and open social order. Meaningful land reform can reduce inequalities and give resources to the poor. Wage and working-condition laws can help effect more equitable resource distribution even in a poor economy. Greater socioeconomic equality can lead to lower levels of violence and a healthier social and political environment. Women can benefit from radical reforms not aimed at them, but special attention must eventually be given to their needs. Progressive forces, including Communist parties, can play a major positive role in benefiting very poor Third World citizens. Radical reforms can shield the poor against recessions. In contrast to predictions that labor militancy in developing countries threatens to overload fledgling democratic institutions and derail economic growth, The Labor of Development shows that the political and economic inclusion of industrial and agricultural workers in Kerala set the stage for a democratically negotiated capitalist transformation.When compared to the other Indian states, Kerala's departure from the national pattern is tied to its history of social movements and highlights the significance of understanding sub-national patterns of democratic consolidation and state building. The case of Kerala provides important theoretical insights into the circumstances under which the expansion of political and social citizenship can become the basis for managing economic change. Using examples from agriculture, industry, and the informal sector, Patrick Heller examines the institutional and political dynamics through which the demands of organized labor and the imperatives of capitalist growth have evolved from a period of open conflict and stagnation to one of class compromise. On the other hand, its realism is stark, particularly in the light of recent social changes. Using a Bourdieusian frame of analysis, Development and Gender Capital in India explores the forces of globalisation and how they are embedded within power structures. Through narratives of women’s lived experiences in the private and public domains, it highlights the ‘anomie of gender’ through complexities and contradictions vis-à-vis processes of modernity, development and globalisation. By demonstrating the limits placed upon gender capital by structures of patriarchy and domination, it argues that discussions about the empowered Malayalee women should move from a mere ‘politics of rhetoric and representation’ to a more embedded ‘politics of transformation’, meaningfully taking into account women’s changing roles and identities. Information, says Janaki Srinivasan, has fundamentally reshaped development discourse and practice. In this study, she examines the history of the idea of “information” and its political implications for poverty alleviation. She presents three cases in India—the circulation of price information in a fish market in Kerala, government information in information kiosks operated by a nonprofit in Puducherry, and a political campaign demanding a right to information in Rajasthan—to explore three uses of information to support goals of social change. Countering claims that information is naturally and universally empowering, Srinivasan shows how the definition, production, and leveraging of information are shaped by caste, class, and gender. Srinivasan draws on archival and ethnographic research to challenge the idea of information as objective and factual. Using the concept of an “information order,” she examines how the meaning and value of information reflect the social relations in which it is embedded. She asks why casting information as a tool of development and solution to poverty appeals to actors across the political spectrum. She also shows how the power to label some things information and others not is at least as significant as the capacity to subsequently produce, access, and leverage information. The more faith we place in what information can do, she cautions, the less attention we pay to its political lives and to the role of specific social structures, individual agency, and material form in the defining, production, and use of that information.

Book excerpt: In the Global South, indigenous people have been continuously subjected to top-down, and often violent, processes of post-colonial state and nation building. This book examines the development dilemmas of the indigenous people (adivasis) of the Indian state of Kerala. It explores the different facets of change in their lives and livelihoods in the context of modernisation under different political regimes. As part of the Indian Union, Kerala followed a development approach in tune with the Government of India with regard to indigenous communities. However, within the framework of India’s quasi-federal polity, the state of Kerala has been tracing a development path of its own, which has come to be known as the ‘Kerala model of development’. Adopting a historical political economic approach, the book locates the adivasi communities in the larger contextual shifts from late colonialism through the post-independence years, and critically analyses the Kerala model of development with particular reference to the adivasis’ changing political status and rights to land. It pays special attention to policy dynamics in the neoliberal phase, and the actual practices of decentralisation as a way of including the socially excluded and marginalised. Offering a theoretical elaboration of the interaction between class and indigeneity based on intensive fieldwork in Kerala, the book addresses adivasi development in relation to the general development experience of Kerala, and goes on to relate this particular study to the global context of indigenous people’s struggles. It will be of interest to those working in the fields of South Asian Development, Political Economy and South Asian Politics.
