Book excerpt: This briefing report is the last of three reports on staff reductions and service quality at the Social Security Administration during fiscal year 1987, It describes changes in staffing and performance for the third quarter of FY 1987 as compared to prior periods and presents the results of visits to 13 offices where allegations had been made about practices affecting reported office performance. Overall, key performance indicators continue to show stable performance as staff levels continue to decline. However, one exception to this was processing time for hearings in the Office of Hearings and Appeals, which increased while staffing decreased. In our visits to 13 offices, employees said that practices that can distort reported performance are occuring. It is unclear to what extent the root causes of these improper practices are local management shortcomings, poor employee performance, or other factors cited by employees, such as insufficient staff or overemphasis on achieving certain productivity goals.

Through fiscal year 1988, SSA had reduced its staff by about 13,100, or about 77 percent of target. For fiscal year 1989, SSA currently plans a reduction of about 1,800, leaving a reduction of 2,100 staff to be realized in fiscal year 1990. Our objectives were obtain the views of SSA personnel on (1) the quality of service, impact of staff reductions, unit performance, and morale and compare those views with the results of a survey we administered 2-years earlier; (2) the current quality of specific services, such as client waiting time and telephone access; and (3) the effect of recent SSA initiatives-appointments and teleclaims-on service.
