It posits ‘livelihood security systems’ rather than ‘welfare states’ or ‘welfare regimes’ as its object of analysis to enter the role of non-governmental institutions and of governmental policies reaching beyond income transfers into vision. Based on rich statistical materials, the evolution of Japan’s livelihood security system in recent decades is traced to reveal a rigid male breadwinner orientation increasingly out of step with social realities. The need for remedying the gender bias built into Japan’s social insurance schemes has been politically highlighted since the late 1990s, but legislative action has continued to be deferred. The author argues that at present the livelihood security system of Japan is not only dysfunctional, but actually functioning in reverse, in a sense of furthering social exclusion. The study concludes with suggestions for a possible reconstruction of Japan’s social security system, arguing for an increased role of the ‘third sector’ or ‘social economy’ in livelihood security and care provision. This book will appeal to scholars and students with an interest in social policy, welfare economics and gender studies, as well as Japanese politics and society.

Book excerpt: In developed countries, men’s labor force participation at older ages has increased in recent years, reversing a decades-long pattern of decline. Participation rates for older women have also been rising. What explains these patterns, and the differences in them across countries? The answers to these questions are pivotal as countries face fiscal and retirement security challenges posed by longer life-spans. This eighth phase of the International Social Security project, which compares the social security and retirement experiences of twelve developed countries, documents trends in participation and employment and explores reasons for the rising participation rates of older workers. The chapters use a common template for analysis, which facilitates comparison of results across countries. Using within-country natural experiments and cross-country comparisons, the researchers study the impact of improving health and education, changes in the occupation mix, the retirement incentives of social security programs, and the emergence of women in the workplace, on labor markets. The findings suggest that social security reforms and other factors such as the movement of women into the labor force have played an important role in labor force participation trends.

Single mothers, by contrast, almost always work, regardless of the age of their children. Despite their eagerness to support themselves and their children through employment, their average income remains low and many live on a household budget close to the poverty line. This book examines how the difficult living conditions facing single mothers in Japan highlight not only the challenges they face in earning a family wage and managing the work-family balance, but also reveals the class dimensions of family life in contemporary Japan. The need to make ends meet with few resources means that mothers may find it difficult to uphold the lifestyle they may consider as most appropriate for the upbringing of their children, and that they may have to choose between their presence at home, in line with the ideal of the middle-class housewife and mother, or devoting more time to earning an income that can pay for a good education. Social class, in this case, is not just a matter of education, occupation, or income, but is also expressed by mothers’ approaches to their children’s’ upbringing and future opportunities in education and employment. Based on life history interviews with single mothers, this study examines the gendered meanings of social class and social achievement and the role of maternal practices in shaping their children’s future life trajectories.

With strong contextual information as the foundation, the book contributes fresh insight into how Japanese women perceive the idea of childbirth in a modernized society, and also assists our understanding of the factors causing Japan’s ageing population. Further, it places the mothers’ experiences within current global debates to highlight the salience of the Japanese case. Since the end of the Cold War, and especially since the rise of Prime Minister Shinzo Abe, Japan's military capabilities have resurged. In this analysis of Japan's changing military policy, Andrew L. Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. Book excerpt: Nonviolent state behavior in Japan, this book argues, results from the distinctive breadth with which the Japanese define security policy, making it inseparable from the quest for social stability through economic growth. While much of the literature on contemporary Japan has resisted emphasis on cultural uniqueness, Peter J. Katzenstein seeks to explain particular aspects of Japan's security policy in terms of legal and social norms that are collective, institutionalized, and sometimes the source of intense political conflict and change. Culture, thus specified, is amenable to empirical analysis, suggesting comparisons across policy domains and with other countries. Katzenstein focuses on the traditional core agencies of law enforcement and national defense. The police and the military in postwar Japan are, he finds, reluctant to deploy physical violence to enforce state security. Police agents rarely use repression against domestic opponents of the state, and the Japanese public continues to support, by large majorities, constitutional limits on overseas deployment of the military. Katzenstein traces the relationship between the United States and Japan since 1945 and then compares Japan with postwar Germany. He concludes by suggesting that while we may think of Japan's security policy as highly unusual, it is the definition of security used in the United States that is, in international terms, exceptional.

This is the first book in recent years to explore the contemporary state of marriage in Japanese society. Setting out the different perceptions and expectations of marriage in today’s Japan, the book discusses how economic issues and the family impact on marital behaviour. Contrary to the views of some feminists that young women have no interest in improving their status and position, this book argues that, by delaying marriage and childrearing, young women can be seen as ‘rebels’ challenging Japanese patriarchal society. Unlike many other studies, it gives equal attention to male gender roles and masculinity, exploring what constitutes being a ‘real man’ in Japan – through the analysis of mainstream and non-mainstream conceptions of masculinity that co-exist in contemporary Japan, and considers the implications of such different roles for the institution of marriage. It investigates the roles of wife and mother, articulating why the strict division of labour defining men as breadwinners and women as homemakers became popular. Moreover, it describes the changing character of courtship relationships, explaining why the norm has shifted from arranged marriages pre-1945 to love marriages after that period. Finally, it puts the Japanese experience into cross-cultural, international context with a series of comparisons with marriage elsewhere both in Asia – including in Korea and Hong Kong – and in western countries such as France, Sweden, Italy and the United States.
