Book excerpt: The European social sciences tend to absorb criticism that has been passed on the European approach and re-label it as a part of what the critique opposes; criticism of European social sciences by “subaltern” social sciences, their “talking back”, has become a frequent line of reflection in European social sciences. The re-labelling of the critique of the European approach to social sciences towards a critique from “Southern” social sciences of “Western” social sciences has somehow turned “Southern” as well as “Western” social sciences into competing contributors to the same “globalizing” social sciences. Both are no longer arguing about the European approach to social sciences but about which social thought from which part of the globe prevails. If the critique becomes a part of what it opposes, one might conclude that the European social sciences are very adaptable and capable of learning. One might, however, also raise the question whether there is anything wrong with the criticism of the European social sciences; or, for that matter, whether there is anything wrong with the European social sciences themselves. The contributions in this book discuss these questions from different angles: They revisit the mainstream critique of the European social sciences, and they suggest new arguments criticizing social science theories that may be found as often in the “Western” as in the “Southern” discourse.

Bringing together a multidisciplinary team of leading specialists, the volume focuses on the political economy of public policy reform in Greece, Italy, Malta, Portugal, Spain and Turkey. During the first two crisis years, the consequences for domestic political stability were dramatic. Across the region, 2010-11 saw the overthrow of incumbent governments, the breaking down of established political affiliations and the emergence of new political actors. The culmination was the simultaneous downfall of three South European governments in the space of eighteen days in November 2011. This volume offers a collection of case studies of the twelve popular votes during this period in Italy, Greece, Portugal, Spain, Turkey, Cyprus and the Turkish Cypriot community. The contests include legislative, presidential and sub-national elections and a national-level referendum. In our control case, Turkey, there was no economic crisis and no government change. Elsewhere in Southern Europe, the studies indicate the progression of the crisis, from the limited disapproval of Berlusconi government registered in the Spring 2010 Italian regional election to the electoral collapse of the Spanish socialists in late 2011. The volume indicates a build-up of popular frustration with the democratic process which can only be dangerous for the future of South European democracy. Book excerpt: Europeanization and Informal Networks in Southeastern Europe considers the impact of political culture, including informal rules which regulate political behaviour, on formal political processes. Exploring the EU accession processes of Slovenia, Croatia, and Serbia, the author identifies how the working and social culture of political elites enabled and/or constrained the ability of the respective legislatures to pass the reforms necessary to become members of the EU. The innovative approach quantifies informality at the elite level, taking a rigorous, multi-methods approach to identifying the sometimes-subtle impact of informal cultures on formal political processes. In doing so, it demonstrates the added value from studying informality by providing a richer understanding of the factors which help motivate and drive political action, and which may be invisible to an outside observer. By examining features such as the connectedness of individuals and key committees, Mesarovich finds that hierarchical network structures can both accelerate and interfere with reform processes under different conditions. This book advances the field of Europeanization both within the framework of accession and more broadly, by highlighting network-level and individual factors which can deeply impact state-wide political outcomes, and will be of primary interest to an academic audience interested in the region, EU studies, Social Network Analysis, and regional politics.

The main lesson drawn from the studies in this book is that party ideology and a party’s position in the national political arena go a long way towards explaining the extent to which political parties prioritise social linkage.
