Book excerpt: Research on late nineteenth and early twentieth century German society has concentrated overwhelmingly on life in the cities. By contrast, and despite the fact that almost one third of Germans were still working in agriculture as late as 1914, Germany's rural society remains relatively unexplored. Although historians have begun to correct this imbalance, very few full-length studies of social relations east of the Elba in this period have been published. This book concentrates on social relations in the 1,500 estate villages (Gutsdörfer) of Mecklenburg-Schwerin and Mecklenburg-Strelitz. 'Social relations' include the chains of command and obedience, the relative legal positions of owner and workers, contractual-relations, economic relations; the mutual economic dependency of estate owners and workforce, as well as the value systems of owners and labourers which informed these relationships. With its focus on both rural elites and workers, this study differs from much other work on rural Germany. For while a number of historians have examined the rural elites, few have chosen to investigate the lower strata of rural society. This book makes use of overlooked autobiographical accounts, statements given by workers at labour exchanges and before military authorities, as well as confiscated letters, jokes and anecdotes to provide greater insight into the perspective of rural workers.

Book excerpt: The tensions between European conceptions of the welfare state and transnational migration have caused heated political, public, and academic debates over the last decades. Historiography, however, has not yet explored in depth how European societies struggled with this dilemma-filled relationship in the formative phases of modern welfare states from the late nineteenth century to the post-war era. The present volume contributes to filling this gap and thus to putting a highly topical issue into historical perspective. The focus is on Europe, but with a wide geographic scope that reaches also across the Atlantic. Following an introductory chapter, eleven case studies deal with four themes. The first part explores the agency of migrants in local-level administrative and judicial procedures that controlled practical access to formal rights. The second section investigates special regulations developed for seasonal labour migrants employed mainly in agriculture. The third part looks at the role of urban social policies in attracting, integrating, but also excluding both domestic and foreign migrants. The final section addresses the gradual globalisation of migrants’ social rights through international conventions. The book will be of interest not only to historians of welfare, migration, and citizenship, but also to social scientists as well as to graduate students in these fields.

Although difficult to define, sweating, according to a select committee established to investigate the issue, was characterised by long hours, poor working conditions and above all by low pay. By the beginning of the twentieth century the government estimated that up to a third of the British workforce could be classed as sweated labour, and for the first time in a century began to think about introducing legislation to address the problem. Whilst historians have written much on unemployment, poverty relief and other such related social and industrial issues, relatively little work has been done on the causes, extent and character of sweated labour. That work which has been done has tended to focus on the tailoring trades in London and Leeds, and fails to give a broad overview of the phenomenon and how it developed and changed over time. In contrast, this volume adopts a broad national and long-run approach, providing a more holistic understanding of the subject. Rejecting the argument that sweating was merely a London or gender related problem, it paints a picture of a widespread and constantly shifting pattern of sweated labour across the country, that was to eventually persuade the government to introduce legislation in the form of the 1909 Trades Board Act. It was this act, intended to combat sweated labour, which was to form the cornerstone of low pay legislation, and the barrier to the introduction of a minimum wage, for the next 90 years.

The transformations along these three dimensions density, distance, and division are most noticeable in North America, Western Europe, and Japan, but countries in Asia and Eastern Europe are changing in ways similar in scope and speed. 'World Development Report 2009: Reshaping Economic Geography' concludes that these spatial transformations are essential, and should be encouraged. The conclusion is not without controversy. Slum-dwellers now number a billion, but the rush to cities continues. Globalization is believed to benefit many, but not the billion people living in lagging areas of developing nations. High poverty and mortality persist among the world's 'bottom billion', while others grow wealthier and live longer lives. Concern for these three billion often comes with the prescription that growth must be made spatially balanced. The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The Report: documents how production becomes more concentrated spatially as economies grow. proposes economic integration as the principle for promoting successful spatial transformations. revisits the debates on urbanization, territorial development, and regional integration and shows how today's developers can reshape economic geography.
