Book excerpt: Structural transformation involves the reallocation of resources from less to more productive uses. It involves growth in agricultural productivity and generation of higher productivity jobs in other sectors. In addition, in the longer-term, it can support poverty reduction. However, the transition process and its outcomes are frequently challenging – especially among the poor and vulnerable people and households, given the economic and social forces that pressure them to adapt to realities faster than they are able to. The objective of the paper is to show how social protection policies and programmes can contribute to structural transformation, smoothen the transition for the poor and vulnerable and facilitate changes in their livelihoods such that they are able to actively participate in the process of structural transformation. Social protection interventions help households to engage in new economic activities generated by structural transformation, allow them to better manage the risks of such transitions and provide a safety net for those who are not adequately equipped to adapt to the changing circumstances rapidly enough. The paper draws from an extended review of the literature to assess how social protection influences human capital, labor mobility, reallocation of resources, productive capital and access to technology. The paper shows that the potential for major benefits from social protection in smoothening transitions and transforming the income generating activities and livelihoods of individuals and households is significant, the actual impact however is smaller than actually desired or expected.

Growing recognition of this potential impact has led social protection to rise up the agenda of policymakers in the international development community. In recent years, increased social protection coverage in developing countries has been achieved by the expansion of a combination of programmes. The further expansion of social insurance remains a challenge as a result of low participation in the formal economy and the types of risks encountered by the poor. Initiatives to address these obstacles include the promotion of formal employment, reduction of inequalities in education and extension of coverage through community-based schemes with the support of government. While some degree of private for-profit and non-for profit involvement in social protection provision may contribute to extending coverage, government efforts are central to ensuring that the barriers faced in reaching the poorest are overcome and that access to and quality of services are guaranteed. Social protection lies at the heart of the European social model. The European experience awards a unique role to EU development cooperation in supporting social protection in developing countries. In coordination with other donors, the EU should support the efforts of governments in promoting inclusive social protection.

The rhetoric around social protection, particularly when delivered in the form of cash transfers, has sometimes reached hyperbolic proportions with advocates seeing it as a magic bullet that can tackle multi-dimensional problems of poverty, vulnerability, and inequality and a southern-led success story that challenges the unequal power relations inherent within international aid. The Politics of Social Protection in Eastern and Southern Africa challenges the common conception that this phenomenon has been entirely driven by international development agencies, instead focusing on the critical role of political dynamics within specific African countries. It details how the power and politics at multiple levels of governance shapes the extent to which political elites are committed to social protection, the form that this commitment takes, and the implications that this has for future welfare regimes and state-citizen relations in Africa. It reveals how international pressures only take hold when they become aligned with the incentives and ideas of ruling elites in particular contexts. It shows how elections, the politics of clientelism, political ideologies, and elite perceptions all play powerful roles in shaping when countries adopt social protection and at what levels, which groups receive benefits, and how programmes are delivered.

As a result, they often do not redistribute to the poorest, nor generally serve the role of facilitating economic change. Social sector reforms have therefore become necessary for reasons of social welfare as well as economic growth. The analysis of eleven transition countries—comprising some of the most advanced as well as some of the poorest transition economies—shows that almost all countries have started to undertake reforms; however, their individual efforts vary. Reform does not only stand for cutting back, but also requires in some cases a building up and in others a redesign of social safety nets; it needs to address insurance issues, budgetary transfer programs, the performance of the health and education sector, as well as the labor market regime and the approach to tax administration.
