Book excerpt: This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. As such this book is a valuable read to researchers, policy makers, government employees and NGO’s.

Book excerpt: A core principle of the welfare state is that everyone pays taxes or contributions in exchange for universal insurance against social risks such as sickness, old age, unemployment, and plain bad luck. This solidarity principle assumes that everyone is a member of a single national insurance pool, and it is commonly explained by poor and asymmetric information, which undermines markets and creates the perception that we are all in the same boat. Living in the midst of an information revolution, this is no longer a satisfactory approach. This book explores, theoretically and empirically, the consequences of 'big data' for the politics of social protection. Torben Iversen and Philipp Rehm argue that more and better data polarize preferences over public insurance and often segment social insurance into smaller, more homogenous, and less redistributive pools, using cases studies of health and unemployment insurance and statistical analyses of life insurance, credit markets, and public opinion.

The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.
