Book excerpt: This document on the links between the world of work and the world of vocational training in the Netherlands includes 5 chapters, a list of abbreviations, and a 42-item reference list. Chapter 1 introduces the report. Chapter 2 outlines the Dutch system of industrial relations and presents the concept of "neocorporatism." Chapter 3 identifies national developments that are relevant to employers, employer organizations, and trade unions (the social partners) in relationship to vocational education. Chapter 4 analyzes the degree to which national-level agreements are followed by agreements on the sector and enterprise level and includes examples from the metal and electrotechnical engineering industry, the building industry, and banking. Chapter 5 summarizes the report with 10 developments at the national level, 5 at the local level, and 7 areas of conflict. The national developments include the rise of direct technocratic advising, access of social partners to decision-making circuits with respect to education, decentralization within the trade unions, integration and professionalization of the employers' organizations, changes in the power relations between trade union and employers' organizations, the socioeconomic crisis as a background for consensus between the social partners on the central level, and appeasement through vocational training. Book excerpt: The structure, history, objectives, and delivery of vocational education in the Netherlands were characterized through a review of existing documents explaining/regulating the Dutch vocational system and input from representatives of government, business, and labor. Vocational education was discussed within the context of the Dutch political and administrative structure, population and labor force, economy, and educational system as a whole, and its development was traced from the integration of vocational education into secondary education in 1968. Initial training and the training of employees and employers in the Netherlands were detailed along with the legislative and financial framework of vocational education. Employment trends and the present/future position of various target groups and vocational education's present and likely future were outlined. The following were among the policy dilemmas identified: tension between substantial growth in participation in higher forms of education and the improvement of success rates; special needs of late developers and dropouts; need to determine the optimum blend of government control and independence; and conflicting demands for higher levels of vocational education and limits on public spending. Like elsewhere, the impetuses for these reforms are directed to generating a more industry-responsive, locally-accountable and competence-based vocational education system. Each wave of reforms, however, has had particular emphases, and directed to achieve particular policy outcomes. Yet, they are more than mere versions of what had or is occurring elsewhere. They are shaped by specific national imperatives, sentiments and localised concerns. Consequently, whilst this book elaborate what constitutes the contemporary provision of vocational education in the Netherlands also addresses a broader concern of how vocational education systems become formed, manifested within nation states, and then are transformed through particular imperatives, institutional arrangement and localised factors. So, the readers of this book whilst learning much about the Dutch vocational education system will also come to identify and engage with a selection of contributions that inform factors that situate, shape and transform vocational education systems. Such a focus seems important given an era when there are concerns to standardise and make uniform educational provisions, often for administrative or political imperatives. By employing the Varieties of Capitalism approach as an analytical framework, it seeks to bridge diverging views from an innovative standpoint: While many experts argue that EU policies liberalize national training systems in spite of being ‘soft law’, Varieties of Capitalism argues that these polices do not produce a convergence of national institutions. The book maintains that European instruments such as the European Qualifications Framework and the European Credit System for Vocational Education and Training are indeed biased towards liberal training regimes. On the basis of case studies on Germany, the Netherlands and England, it shows that the initiatives were implemented in line with national training systems. Thus, European soft law does not lead to a convergence of training regimes – or, as the book posits, of welfare states in general.

Book excerpt: Some scholars argue that education systems across the western world are becoming increasingly similar due to the influence of transnational discourses and organizations. Others believe that education is the panacea for all problems of social cohesion. After all, aren't the well-educated usually more tolerant, civically engaged and trusting than the poorly educated? This book critically examines both claims. It finds that western countries still differ markedly on key aspects of their education systems and that these differences reflect distinct political traditions and different responses to a set of competing normative and political principles. The findings further suggest that raising the average education level is unlikely to be an effective strategy for promoting social cohesion. Instead, more promising are policies targeting the opposite ends of the lifelong learning continuum: universalizing pre-school education and care and promoting adult education with a pronounced second chance character.
