Employing an original classificatory framework for kinds of approaches to development – coercive orders, mandated orders, negotiated orders – the book covers the plantation-centred development of Portuguese Timor as a European colony and the integration-oriented development of ‘Timor Timur’ as Indonesia’s 27th province. It examines the neoliberal ‘democratic’ development of East Timor (or Timor-Leste) in the current context of state and nation-building, before drawing on case studies to investigate how development proceeds as a negotiation between authoritative state, non-state and international actors and local people who need to adapt development and conservation projects to suit their lived realities. By using the history of East Timor to explore how particular modes of operationalising development interventions are intimately intertwined with the broader political system, this book makes a valuable contribution to the fields of Development Studies, Anthropology, Science and Technology Studies, and Southeast Asian Studies.

It is characterized by a high degree of biodiversity and contains a large variety of endemic species. Moreover, these forests provide a number of important and sin gular ecosystem services, like erosion protection and provision of high quality wa ter, which cannot be replaced by alternative ecosystems. However, various forms of encroachment, mostly those made by human interventions, seriously threaten the continuance of rainforests in this area. There is ample evidence that the rainforest resources, apart from large scale commercial logging, are exposed to danger particularly from its margin areas. These areas, which are characterized by intensive man-nature interaction, have been identified as extremely fragile systems. The dynamic equilibrium that bal ances human needs and interventions on the one hand, and natural regeneration capacity on the other, is at stake. The decrease of rainforest resources is, to a sub stantial degree, connected with the destabilization of these systems. Accordingly, the search for measures and processes, which prevent destabilization and promote stability is regarded as imperative. This refers to both the human and the natural part of the forest margin ecosystem.

The discussion begins with Lampung Province, moves to one of the province’s highland regions, and ends in a village in this highland region. Colonial and post-colonial initiatives drove the transformation of Lampung in the twentieth century bringing mixed results and effects including rapid growth in agricultural production, the formation of ‘wealthy zones’ in some areas, and the creation of pockets of poverty in other areas. In Sumber Jaya and the highlands of Way Tenong, migrants have transformed one of Lampung’s last frontier regions into one of its ‘wealthy zones’. Although the bulk of these migrants migrated spontaneously, they were integrated within the framework of planned development. The level of progress that the region has achieved is largely the result of villagers’ efforts to bring state resources to the village. In conflict with forestry authorities for decades, farmers in some villages have agreed to establish a new relationship with authorities, but the struggle for control over land resources continues.

With its almost two hundred million inhabitants and its island geography, Indonesia presents a particular challenge to efforts aimed at improving the lot of the rural poor. Illustrating again how economic growth in urban areas rarely translates into a decrease in rural poverty, this volume identities the impact of recent changes in the national economy on the rural poor, the interaction between the agricultural sector and the rural population, and patterns of food consumption, nutrition, and health. Drawing on the data and conclusions of thirteen years of IFAD experience in Indonesia, this book also examines the successes and failures of past development efforts and makes tangible, practical recommendations for future programs. Emphasizing that different strategies are required for Java, the other Inner Islands, and for the Outer Islands, the authors highlight the need for greater employment opportunities, greater commodity and regional diversification (in the form of the cultivation of secondary food crops, maintenance and improvement of irrigation, and the construction of roads, among other programmes), and a special emphasis on poor rural women.

Within a distinctive theory of comparative history, Professor Chaudhuri analyses how the identity of different Asian civilisations was established. He examines the structural features of food habits, clothing, architectural styles and housing; the different modes of economic production; and the role of crop raising, pastoral nomadism, and industrial activities for the main regions of the Indian Ocean.
