Book excerpt: Past Matters brings together a group of largely Australian and New Zealand academics who in a series of case studies consider how planning concepts were adopted, adjusted, adapted and extended in a Pacific Rim setting. The early chapters explore the interplay between British and American planning models and local circumstances in Australia, Japan, and New Zealand. The main body of chapters recount difficulties faced by indigenous peoples with respect to housing needs and more generally re-asserting themselves in what began as colonial urban areas as well as others that look at community meanings, liberalism and exclusion on the street, and the power of sectional interests. The latter chapters also pose questions about urban heritage in terms of what and whose interests are at stake in these debates. The volume concludes with two convergent chapters that outline some practices by which ‘heritage’ of a more day to day suburban sort can be protected within a planning system. The collection centres on Australia and New Zealand but extends to include chapters on Canada and Japan. The viewpoints offered serve as a gentle reminder of the limitations of ‘Metropolitian Theory’.

They try to provide their people with a better way of living and better life-chances. In this attempt, they concentrate on the economic and political systems of their societies and try to improve them to achieve the target. The general feeling is that if one increases national wealth, raises physical quality of life and gives freedom to the populace to govern themselves, one achieves prosperity. The past three centuries have shown that nations have made tremendous efforts to boost their economic productions and refine the governing systems. They initiated industrialization, increased capital formation and developed sophisticated technology to change the physical conditions of their societies. They further democratized their socio-economic and political institutions to create a conducive atmosphere for development. Some claimed that they had achieved the level of development, others were in the process and still others have failed to do so. The reality is that the so-called development has failed to provide peaceful, harmonious, contended and dignified life to humans. Still the majority of the people have no sufficient means to live with dignity and honour, they are living below poverty line, are exploited, suppressed and subjugated by those who are wealthy, affluent and enjoying power. Development as generally perceived, by and large, brings luck to small portion of the population who no doubt have all the amenities of life, live luxuriously and enjoy all the privileges of society but the rest of the population are deprived of basic requirements of life. The Human Development Report 1992 reported that the rich have grown richer and the poor have become poorer due to the outcome of universal development efforts.

The main motivation for this symposium was that the usefulness of the concept of sustainable development for theoretical and applied modelling is still being debated; growth theorists, resource economists, ecological economists, policy makers and many others are trying to deal with the concept in various, and sometimes conflicting, ways. The aim of the symposium was to bring together different theoretical and implementational perspectives on modelling for sustainable development. We hope that this volume will inform a wide audience about the perspectives and progress in this important area of research, as well as stimulate further research, notably on applied modelling and practical methods for the analysis of sustainable development at various (spatial) scales. The papers have, in due course, been revised several times based on comments made by discus sants, referees and the editors.
