Book excerpt: Since the latter half of the nineteenth century, water delivery and stormwater removal have been managed largely by engineering staff at water utilities, municipal departments and multi-jurisdiction authorities. In recent decades, a number of factors have challenged the traditional operation of these entities. In arid regions particularly, withdrawals to meet the demands of growing populations have been restricted by environmental and legal limitations. After amendments to the Clean Water Act, municipalities have been charged with improving the quality of stormwater discharged into lakes, rivers, and oceans. Perhaps most formidable have been financial and budgetary constraints. Without the ability to upgrade and even maintain infrastructure through conventional means, agencies and water departments have instead sought to change how people use that infrastructure. While these efforts include land use planning, regulations on new development, and partnerships with industrial, commercial, and institutional stakeholders, this study looks specifically at single-family households. Their high percentage as a portion of the population and the impact of their yards on water resources make them a particularly critical group for involvement in management. Generally, three methods are used, often in tandem, to motivate residents to adopt different behaviors and landscape practices: regulations, which include enforcement; pricing, including incentives; and community-based social marketing. This study reviews those methods in the context of water conservation and stormwater management to evaluate how effective they are. Regulations are problematic in both water conservation and stormwater management, in the former because of the need for enforcement, in the latter because most codes were written during a period of centralized management. As for financing mechanisms, the underlying model of pricing is strong, particularly for water. However, for stormwater, the rates are too low to motivate change. Other methods for funding projects, raising revenue and sharing costs have great potential. Community-based social marketing (CBSM) is a powerful methodology grounded in research about audience values and behaviors. Its impact is greatly determined by the relative strength of communities in which it is used and by the level of personal interaction with staff. Coordination among if not unification by water and stormwater departments holds additional potential.

Conservation strategies, such as rainwater harvesting, xeriscaping, and permeable pavements are desirable because they conserve water, increase recharge near dwellings, and reduce dangerous stormwater runoff. Though conserving water is an admirable goal, justifying retrofits for water conservation mechanisms to existing structures is difficult because water prices are very low in much of the United States. However, stormwater regulations and the increasing implementation of stormwater utilities by cities enable other avenues of adoption for these practices. This thesis reviews water conservation strategies, examines local and state policies, and presents a "model policy". The model policy design uses a comparative approach to identify useful incentives and aggregates best management and policy practices from several states to serve as a guide and accelerate implementation.

This centres around strategies that focus on the role risk perception plays in behaviour change and follows successful models from community-based social marketing (CBSM). There is a challenge in encouraging people to adopt preventative measures to problems that are not tangible, such as climate change, where risks may not be directly experienced - people often do not expect a flood until after experiencing a flood. There is room for risk perception research to influence adoption of preventative measure through use of CBSM as minimal research has been done on risk perception for environmental concerns. With increasing commonality of extreme weather events due to climate change, there is a growing need for adaptation and preventative measures to be adopted. The research works collaboratively with non-profit organizations (REEP Green Solutions and Green Communities Canada) and an existing base of citizen participants that have been previously informed of stormwater management measures regarding their properties through involvement in a program aiming to increase engagement in pro-environmental stormwater management behaviours. Participants were interviewed to identify barriers encountered in enacting these behaviours. Identified barriers and solutions can be included in new behaviour change programs to increase adoption of pro-environmental behaviours. Determining how to encourage such behaviours is valuable as climate change is an issue where direct effects are not immediately seen. CBSM will be utilized as the guiding framework to assess and improve the program, and to encourage pro-environmental stormwater management behaviours. The research will conclude with an assessment of the existing program and recommendations for the future, leading to a more effective stormwater management program.

The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
