Book excerpt: This book analyses social change in Russia, in particular the development of a middle class, one of the most important social and political projects of Putin’s administration. Using unique survey data collected in 1998, 2007 and 2015, the authors make extensive and theoretically justified analyses of the changing social distinctions in Russia over the past 20 years. Offering a sophisticated analysis of classes and class they acknowledge that in class analysis there are different phases, requiring different concepts. The first phase is the analysis of class positions; the second is the study of the work and reproduction situations of class groups and the final step is the analysis of class interests. While acknowledging that there are a number Russian-specific factors that seriously complicate traditional class analysis, the authors maintain that the basic tenets of class analysis still hold true. The book will be of interest to students and scholars of sociology, political science, transition studies, social policy and Russian studies and anyone who wants to understand the internal divisions and organization of the middle class in Russia.

Book excerpt: This open access edited volume is a comparative effort to discern the short-term educational impact of the covid-19 pandemic on students, teachers and systems in Brazil, Chile, Finland, Japan, Mexico, Norway, Portugal, Russia, Singapore, Spain, South Africa, the United Kingdom and the United States. One of the first academic comparative studies of the educational impact of the pandemic, the book explains how the interruption of in person instruction and the variable efficacy of alternative forms of education caused learning loss and disengagement with learning, especially for disadvantaged students. Other direct and indirect impacts of the pandemic diminished the ability of families to support children and youth in their education. For students, as well as for teachers and school staff, these included the economic shocks experienced by families, in some cases leading to food insecurity and in many more causing stress and anxiety and impacting mental health. Opportunity to learn was also diminished by the shocks and trauma experienced by those with a close relative infected by the virus, and by the constrains on learning resulting from students having to learn at home, where the demands of schoolwork had to be negotiated with other family necessities, often sharing limited space. Furthermore, the prolonged stress caused by the uncertainty over the resolution of the pandemic and resulting from the knowledge that anyone could be infected and potentially lose their lives, created a traumatic context for many that undermined the necessary focus and dedication to schoolwork. These individual effects were reinforced by community effects, particularly for students and teachers living in communities where the multifaceted negative impacts resulting from the pandemic were pervasive. The volume stimulates an important debate about the methods that inform cross-national and cross-regional work on educational change. This is particularly salient in a study of educational reform in Russia, and begs the question, ‘whose way of thinking, of constructing meaning, and of experiencing the world’ is used to judge the weight and the direction of change? Each chapter shows that a thorough understanding of the nature of change and the direction of reform is only achieved through the ability to decentre - or take on board - the ‘other’ worldview. It argues, therefore, that it is worldview, rather than culture or nation-state, that is the most valid unit of analysis. This book pays tribute to K.D. Ushinsky (1824-70), ‘the Russian pioneer of comparative education’, each chapter in it broadly in agreement with his conclusions that: Public education does not solve the problems of life by itself; it does not lead history; rather, it follows the historical development. It is not the pedagogies or the teachers who create the future, but the people themselves and their great men. Education only follows this road and, in combination with other public (social) factors, helps the individual and the rising generation on its way.

This volume intended to place some of these questions on the research agenda and propose several answers, encouraging further discussions about the logic and mechanisms of the authoritarian modernization project in post-Communist Russia and its effects on Russia’s politics, economy, and society.

In his first decree Boris Yeltsin proclaimed education a top priority of state policy. Yet the economic decline which accompanied the collapse of the Soviet Union dealt a crippling blow to reformist aspirations, and to the existing school system itself. The public lost faith in school reform and by the mid-1990s a reaction had set in. Nevertheless, large-scale changes have been effected in finance, structure, governance and curricula. At the same time, there has been a renewed and widespread appreciation for the positive aspects of the Soviet legacy in schooling. The book explores how social change and developments in civil society are occurring in Russia and the role played by a new popular education. The right to lifelong learning is guaranteed by the Russian state, as it was by the Soviet Union, where formal education, based on communist ideology, emphasised the needs of the state over those of individuals. In practice a wide range of educational needs, many of which relate to coping with changing economic, social and technological circumstances, are being met by non-governmental providers, including commercial companies, self-help groups, and community and neighbourhood clubs. This book discusses how this new popular education is both an example of developing civil society and stimulates its further development. However, as the book points out, it is also part of a growing educational divide, where motivated, articulate people take advantage of new opportunities, while disadvantaged groups such as the unemployed and the rural poor continue to be excluded.

They further discuss the possible impact of major turns in Russia's education policy on the processes of social stratification, and whether it was effective enough to provide equal access to quality education for all social groups.The analysis concludes by making several suggestions about how education policy in Russia needs to be adjusted for it to become more targeted and relevant to the context in which its education institutions operate.
