According to Esping-Andersen we differentiate three different types of Welfare models: the liberal "Beveridge systems, the conservative, corporatist "Bismarck systems and the social democratic or Scandinavian (Nordic) regimes. Our working group decided to opt for an "own class of countries belonging to a "Mediterranean Model. And we added also a group of "Central and Eastern European Systems. After having described these systems and their development, we have examined if, and to what extent the countries of a given regime are all following the same trends and developments. The question of a possible convergence of all these models in one future European social model was also investigated. At the end the most important questions remain: How can we overcome the austerity paradigm and move towards a cohesive society where everyone participates according to his means and where everybody gets according to his needs? How can we agree on a minimum socket of social rights in all European Countries

Scholars often make assumptions about what common people think is fair, but for the most part they confine their thinking to a single country and argue on rational or moral grounds, with little supporting empirical data. Social Justice and Political Change, involves the collaboration of thirty social scientists in twelve countries, and represents broad-ranging comparative research. The book grows out of a collaborative study of public opinion about social justice. Though conceived prior to the revolutions that swept Central and Eastern Europe in 1989, the ISJP did not put its survey into the field until the summer of 1991, in a new climate of open international exchange in social research. Employing common methods of data collection and, within the limits of translation, identical survey instruments, the ISJP investigated public opinion in seven newly emerging post-Communist countries and five of the worldi?1/2s most influential capitalist democracies, with special sensitivity to divergencies in the newly united Germany. Among the themes addressed by the volumei?1/2s distinguished contributors are the views and beliefs of citizens in the post-Communist states on the transition to market economies and parliamentary democracy; the role of ideology in legitimating inequality; the structural determination of beliefs about justice; the processes that shape individual level evaluations; and the major implications of public opinion and mass participation in the democratic process.

Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories. Welfare regimes and the role of formal welfare-state institutions were shaped by three principal processes. First, where formal welfare-state institutions failed to adjust to the new environment, 'welfare-regime adjustments' - that is, efforts to organize social protection - went through a continuing reliance on old institutions and informal provision. This was the development common in the CIS, with variation linked to the patterns of state collapse and consolidation. With states retaining institutional capacity in the context of transition shocks, countries in Eastern Europe adjusted their welfare-states, providing a social cushion for transition through formal institutions. Second, attempts at 'neo-liberal restructuring' were made to reduce commitments to formal redistributive arrangements created in welfare-regime adjustments. Neo-liberal restructuring thus aimed at dismantling the redistributive elements of existing welfare regimes. Neo-liberal restructuring appeared on the agenda in the late 1990s in Eastern European countries that introduced substantial welfare-state arrangements in welfare-regime adjustments. Third, the IFIs, the World Bank in particular, had a major role in helping to organize a policy campaign that led to a 'silent revolution' in pension systems, which was the crucial social policy field in the post-communist world. After outlining the patterns of employment, inequality, and poverty, this paper discusses the three processes and factors that conditioned them. Then, transformation of welfare regimes in Eastern Europe and the CIS and the variation within the country groups is analyzed in more detail. The final section sets out the variety of welfare regimes that took shape in these transformations.
