The global recession calls into question the financial viability of current programmes, and the crisis is being used by some as an opportunity to roll back the welfare state permanently. The present Forum discusses challenges to and opportunities for the welfare state after the crisis.

Today's social imbalances are unacceptable, not only because they call into question the ambition that the EU has set itself to promote social progress, cohesion and justice, but also because they inevitably impact the member states' economic performance and political stability. Though social reality varies widely from one European country to the next, and though social and employment policies are national competences, the post-crisis EU needs to strengthen its "social face". The social dimension of the European project must be mainstreamed into all EU policies: the goals of full employment and those of social justice and cohesion must be embraced by the Commission as a whole rather than solely by the commissioner responsible for employment and social affairs. Moreover, social issues cannot be reinstated at the heart of Europe's action unless and until dialogue and a relationship of trust between the EU and the social partners are restored. On the basis of the above premises, the Commission must establish priorities for action capable of allowing it to improve citizens' future prospects (which includes defending the European "way of life" based on national welfare states, to which Europe's citizens fell immensely attached) and to counter the image of Europe as an actor that allows unfair social competition to take place among workers. Without intending to exclude other issues from EU's social agenda, we have identified three key issues for post-crisis social Europe: employment (part 1), mobility (part 2) and social investment (part 3).

Book excerpt: This article attempts to identify social investment strategies across EU countries and explain their evolution over the period 2004-18, by using cluster analysis on expenditure and coverage variables and qualitative analysis on selected policy areas to contextualize the results. It finds that strategies have diversified over time in a progressively complex way. After the financial crisis, three main social investment strategies emerge in Europe. They do not overlap with canonical welfare state models, nor have a clear-cut geographical connotation. The strategies are distinct because of their different levels of overall expenditure on social investment but, over time, also by their different life-course orientations. Significant variation within the clusters, in terms of both expenditure and design of social investment policies, indicates that fully-fledged strategies have not yet formed in well-defined groups of countries.

In a comparative fashion, it analyses reform trajectories and political destinations in an era of rapid socioeconomic restructuring, including the critical impact of the global financial crisis on welfare state futures. The book argues that the overall scope of social reform across the member states of the European Union varies widely. In some cases welfare state change has been accompanied by deep social conflicts, while in other instances unpopular social reforms received broad consent from opposition parties, trade unions and employer organizations. The analysis reveals trajectories of welfare reform in many countries that are more proactive and reconstructive than is often argued in academic research and the media. Alongside retrenchments, there have been deliberate attempts - often given impetus by intensified European (economic) integration - to rebuild social programs and institutions and thereby accommodate welfare policy repertoires to the new economic and social realities of the 21st century. Welfare state change is work in progress, leading to patchwork mixes of old and new policies and institutions, on the lookout, perhaps, for greater coherence. Unsurprisingly, that search process remains incomplete, resulting from the institutionally bounded and contingent adaptation to the challenges of economic globalization, fiscal austerity, family and gender change, adverse demography, and changing political cleavages.
