Volume II builds on the work presented in Volume I to explore oppositions to the traditional and conventional teaching of economics, and presents testimonies that are favourable to a trend towards a programming approach, thereby giving substance to the epistemological 'overturning' of conventional analysis. Such oppositions studied include the work of Ludvig von Mises and his theory of praxeology; Ian Tinbergen and Wassily Leontif's preference for 'planning' over 'forecasting science'; Bruno de Finetti and Daniel Bell's support for the base of 'utopia' in economics; the trend from the 'theory of planning' towards the 'methodology of planning, by Andreas Faludi; neoclassic curiosity about the 'multi-purposes approach' and 'non-economic commodities' as investigated by Walter Isard, as well as theories expressed by Herbert Simon, Robert Lucas, George Soros and Mark Blaug. Volume III takes studies further and presents a concrete and practical example of how to build a Planning Accounting Framework (PAF), as associated with Frisch's 'plan-frame' (explored in Volume II), to demonstrate the extent to which decisions and negotiations can be routed in the social sciences.

It addresses two of the major problems facing social system account ing: how to measure and account for nonmarket activities and how to combine social and economic indicators. The solution I propose is accounts based on behavior settings, a concept originated by Roger G. Barker more than thirty years ago. Behavior settings are the natural units of social activity into which people sort themselves to get on with the busi ness of daily life--grocery stores, school classes, reI i gious services, meetings, athletic events, and so on. The descriptive power of behavior settings has been established in surveys of complete communities in the United States and England, of high schools ranging in size from fewer than 100 to more than 2000 students, of rehabilitation centers in hospitals, and of several other types of organizations. Behavior settings are empirical facts of everyday life. A description of a community or an organization in terms of behavior settings corresponds to common experi ence. In many cases, small establishments are behavior settings; the paid roles in behavior settingsare occupa tions; and the buildings and equipment of establishments are the buildings and equipment of behavior settings.

Book excerpt: The completion of this volume would not have been possible without the generous and dedicated help of numerous people. The book had its genesis in a conference held at Cornell University in the fall of 1990 that was organized by Dudley Poston, Paul Eberts, and Michael Hannan, all professors at the time at Cornell. With the very generous financial assistance of David Call, then the dean of Cornell's College of Agriculture and Life Sciences, Poston, Eberts, and Hannan put together a two-day conference oflectures and papers by human ecologists from Cornell University and elsewhere. The conference focused on sociological human ecology and celebrated the fortieth anniversary of the publication of Amos Hawley's Human Ecology (Ronald Press 1950). Professor Hawley was the keynote speaker at the conference. Many of the authors of the chapters in this volume presented earlier versions at the Cornell conference in 1990. Cornell's Departments of Rural Sociology and Sociology also contrib uted financial assistance; however, without Dean Call's very generous support, the conference would not have been possible. A few months after the conference, Poston and Michael Micklin discussed the possibility of asking the various authors of the Cornell conference papers to revise them for publication in a volume on sociological human ecology. Many opted to do so, but others did not because of time and other kinds of commitments and constraints.
